Denmark – Civil engineering consultancy services – Solvænget - Totalrådgivningsudbud

This current tender notice concerns the procurement of comprehensive consultancy services relating to the total renovation of Boligforeningen Lillebælts overall renovation of section 01 – Solvænget in Nr. Aaby. Based on a renovation master plan, approved under scheme A by Landsbyggefonden and Middelfart Municipality, section 01, Solvænget is to be renovated. The renovation includes 64 existing public housing units built in 1946-1953 as a supported construction pursuant to the Act on Public Housing etc., LBK no. 1023 with later amendments. The units are constructed as 40 terraced houses in 2-3 storeys (37 units in 2-storeys, 3 units in 3-storeys) and 24 units in 1-storey. The renovation project contains the following main elements: The renovation includes various degrees of reconstruction/renovation and is divided into the following main parts: - Section 301, no. 1-37 – Renovation - Section 307, no. 2-42 – Renovation - Section 308, no. 44-66 – Renovation - Section 308, no. 39-61 – Renovation and accessibility units Scheme A and resident process It is noted that the project has obtained scheme A approval in December 2025. Consultancy services The comprehensive consultancy services include the design of disposition proposals/project proposals, authority project, tender project, main contractor tender (main enterprise), implementation project and as completed. The total consultant is responsible for authority applications, project management, site management, specialist supervision, follow-up, IT management, sustainability management and work environment coordination (P+B). Enterprise sum The contractor costs (enterprise sum) for the renovation case have been calculated to a total budget frame of DKK 106,930,318 incl. site/winter measures and excl. VAT (DKK 133,662,897 incl. VAT). Reference is made to LBF budget archive 06.10.2025 (index 2025/K2) attached in the tender material. Note that the budget archive shows costs incl. VAT. The tender The tender for comprehensive consultancy services is conducted as a tender with negotiation pursuant to the Public Procurement Act §§ 61-66 with a prior pre-qualification. The contracting authority reserves the right not to conduct a negotiation and thus award the contract based on the initial tender. The tender schedule is adjusted so that no negotiation round is conducted, but awarded based on the initial tender. Should a negotiation be conducted, the schedule will be shifted accordingly. The award criterion is "The best value for money" pursuant to the Public Procurement Act § 162, subsection 1, no. 3. Exclusion An economic operator is excluded from participation if the economic operator is subject to one of the mandatory exclusion grounds in the Public Procurement Act § 135, subsection 1-3, and § 136, subsection 1, no. 1-4. Furthermore, an economic operator is excluded from participation if the economic operator is subject to the voluntary exclusion grounds in the Public Procurement Act § 137 subsection 1, no. 1-2. An economic operator cannot be excluded from participation if the economic operator submits sufficient documentation that the economic operator is reliable, even though the economic operator is subject to one or more of the exclusion grounds in the Public Procurement Act §§ 135-137, pursuant to the Public Procurement Act § 138, subsection 1. Contract cannot be awarded to the following companies, pursuant to Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine: A. Russian nationals or natural or legal persons, entities or bodies, established in Russia B. Legal persons, entities or bodies, of which an entity as referred to in point (a) directly or indirectly owns more than 50 %, or C. Natural or legal persons, entities or bodies, acting on behalf of or upon the instructions of an entity as referred to in point (a) or (b), Likewise, subcontractors or supporting entities that are subject to the above may not be used if this actor's contribution amounts to more than 10 % of the contract value.
