Germany – Construction project management services – Neubau Hallen- und Freibad in Bad Neuenahr-Ahrweiler: Projektsteuerungsleistungen

The City of Bad Neuenahr-Ahrweiler intends to build a new indoor and outdoor swimming pool complex, TWIN. As part of this, project management services are to be procured. The swimming pool consists of an indoor and an outdoor pool. The indoor pool was built in 1969 and last renovated and expanded between 1986 and 1990. Due to the advanced age of the building and the technical installations, there are numerous, partly safety-relevant defects. Therefore, operation had to be discontinued in 2020. Since the indoor pool was already shut down in 2020 - and thus before the flood disaster - it does not fall under the funding scheme for reconstruction. The costs for the reconstruction of the indoor pool are therefore to be borne entirely by the city. Currently, a financing supported by several funding programs amounting to 14,7 million EUR is being assumed. The rest is to be borne by the city from its own resources. The outdoor pool, which was built in 1989/1990, was completely destroyed in the course of the flood disaster and is to be rebuilt as part of the reconstruction measures. This is a measure that is funded from reconstruction funds. Due to the planned use of different funding programs, which require separate accounting, as well as the complexity of the funding application associated with this, the overall project must be accompanied by an experienced project manager. The handling of the funding procedures will be the subject of the project management services. The subject of this tendering procedure are therefore project management services in accordance with AHO brochure 9. A project management of the overall measure in accordance with the attached, modified basic scope of services including the mentioned special services according to the scope of services of the project management, brochure 9 AHO 2025 in the performance phases 1-5 is to be commissioned. Further details can be found in Annex 1 of the service description. The project preparation has already been started by the contracting authority in cooperation with the commissioned planners. Currently, completion of phase 2 is planned for January 2026. The project is to be invoiced on a lump-sum basis. Further details can be found in the annexes. The current status of the project preparation is to be informed about concretely at the time of the invitation to tender. The construction costs (net) for the overall measure are estimated at: 31,673,396.00 EUR. Performance period: Completion of the overall measure by no later than 31.12.2029. The duration of the completion of the project management services is not included in this. With regard to the description of the service, the contracting authority is based on the service pictures of the AHO 2025. Further details are governed by the contract.
