A sector dialogue and market survey have revealed that currently, no high-performance gigabit infrastructure with an offer of corresponding telecommunications services is available throughout the contracting authority in accordance with the goals of the Gigabit Framework Regulation 2.0, and will be available in the coming years. The contracting authority has therefore applied for funding for a comprehensive gigabit expansion in the viability gap model within the framework of the "Guideline for the Promotion of the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Federal Gigabit Guideline 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the 1st amendment of 30.04.2024 ("Gigabit-Richtlinie 2.0") and has received the notice of the final amount of the grant. The funding provided in this funding programme in the viability gap model (hereinafter: funds) is to be passed on by the contracting authorities to telecommunications companies in the sense of EU state aid law as investment cost subsidies for the construction and operation of gigabit networks.
