The Northern Central Finland Employment Area invites tenders for the organisation of labour market training in accordance with the Employment Services Act (380/2023), Section 7, as advertised in this tender notice, its annexes, and the HILMA notification channel. The training is scheduled to commence approximately at the end of 2026. The tender notice and its annexes are binding on the tenderer in their entirety. The procurement will be implemented as a framework agreement. A maximum of one service provider will be selected for each sub-region in the framework agreement. Selection for the framework agreement entitles the service provider to receive training orders placed by the contracting authority during the contract period, but does not give the service provider the right to a pre-determined number of training sessions or the value of the procurement. The procurement consists of two (2) main themes, which will be tendered as separate sub-lots in the tender notice. These themes are: - Mechanical and Production Engineering - Process Industry The total volume of the procurement is 2,500 student workdays (otp) during the contract period. Payment for the training will be made according to the completed student workdays. The procurement also includes a performance bonus. The estimated contract period is 1.12.2026 - 31.12.2027. The procurement includes an option for two (2) one (1) year extensions, three (3) years after the original procurement contract is drawn up. The contracting authority will decide on the use of the option. The service provider will be notified of the use of the option at least three months before the start of the option period. The procurement may, if necessary, agree on additional procurement, which is a maximum of 50% of the value of the original procurement. Additional procurement can be used on each contract period for exceeding the number of student workdays or for continuing training started during the contract period (so-called tails). More detailed information about the service content is provided in the service description attached to the tender notice. The procurement quantities stated in the tender notice are estimates and do not constitute a mandatory obligation for the procuring entity. The transfer, cancellation or non-procurement of the service does not give rise to a compensation obligation for the procuring entity.
