Germany – Liability insurance services – Bauherrenhaftpflichtversicherung für die vorgezogene Schadstoffsanierung des Gasteig – Teil 2: Grunddeckung Beteiligtenversicherer

The Gasteig is Munich's large, centrally located cultural and educational centre. With around 1.8 million visitors and more than 1,800 events per year, it is the largest cultural centre in Germany. After over 30 years of intensive use, the building is due for a general renovation. Prior to this, the building will undergo hazardous substance remediation in 2027-2028. The Munich Planning and Development Corporation (MRG) as the contracting authority (AG) intends to obtain adequate insurance during the advanced hazardous substance remediation / demolition of the Gasteig within the scope of a contractor's liability insurance. The procurement of the contractor's liability insurance is taking place in four parts. In an already earlier started first part, the lead insurer for the basic coverage of the contractor's liability insurance is determined and commissioned. In this procedure, the contract for the basic coverage is negotiated. In the second procedure, now being tendered for the basic coverage, the participating insurer(s) for the basic coverage is determined. In this procedure, the contract determined in the first procurement part by way of negotiation is used as the basis; no negotiation on contractual content takes place. The negotiated contract and the lead insurer for the basic coverage will be made available to you only with the invitation to tender, the contract currently provided in the tender documents is the version that has not yet been negotiated. A so-called non-open procedure according to § 16 VgV is being carried out. This procedure is now being started. The contract for the excess cover (excess) will be tendered in two further procedures. The procedure for the lead insurer for the excess cover has also already been started. The subject of the present procedure is the contractor's liability insurance for the advanced hazardous substance remediation – in this case, with regard to the participating insurer(s) for the basic coverage (procurement part 2). The preliminary contract sum amounts to 59 million EUR. The exact scope of services results from the entire tender documents, in particular the model contract/model policy (basic coverage) – tender document D.01 including annexes as well as the documents on the project – tender documents E_01.
