The city of Hameln plans to combine the Wilhelm-Raabe secondary school and the Grundschule Königstraße primary school in a replacement new build and implement them at a new location as the "Schulzentrum Süd" school centre. To meet the school's mission statement and to significantly improve working conditions for all parties involved, a location for all grades from 1 to 10 is necessary. The implementation is to be carried out as a complete new build, accompanied by the demolition of the existing buildings. This also includes the demolition and new construction of the sports hall, which, due to the expected number of students, is to be planned as a 4-lane sports hall with a stand. The sports hall will also be used outside of school hours by the residents of the residential quarter for integrative, social and leisure projects. Although the pure new build variant is currently favoured, the inclusion of the existing buildings in the design competition is permitted. The design competition will be announced as a non-open, single-phase competition for building planning in an anonymous procedure within a VgV procedure as an RPW procedure (Section 3 (3) RPW). The contracting authority will, in accordance with Section 8.2 RPW, award the project to the designer of the 1st prize - provided that this is recommended by the jury and there are no serious reasons to the contrary - after negotiation in accordance with Section 14 (4) [8] VgV. Taking into account the recommendation of the jury, the building planning services, building and interior, outdoor facilities and specialist planning services, structural planning and building services will be awarded as a comprehensive contract (in stages; subject to positive committee decisions) for the performance phases 1-9 according to HOAI 2021 (building and interior planning according to Section 34 HOAI, outdoor facilities planning according to Section 39 HOAI, technical equipment planning according to Section 55 HOAI and structural planning according to Section 51 HOAI [LPH 1-6]) as general planning. Participation of a landscape architect in the competition is required. The awarding of the contract is carried out in stages: The client initially assigns the basic services of the performance phases 1 to 3 designated in Annexes 10, 11, 14 and 15 of the HOAI 2021 to the contractor. The client then reserves the right to award the contractor with the performance phases 4 to 6 according to Sections 34, 39, 51 and 55 HOAI 2021 (Annexes 10, 11, 14 and 15) individually or in their entirety. In a final stage, it is intended to award the contractor with the performance phases 7 to 9. The further awarding of the contract is subject to the cost framework being complied with and/or the necessary budget funds being provided and/or a positive committee or council decision. The client reserves the right to award the contract based on the first offer.
