Given that the present procurement has as its object the design and execution of the works, the pricing method of the procurement will be based on lump sums corresponding to the packages/categories of activities related to the implementation of the contract. According to this classic approach, the Contractor agrees that for a lump sum price, they will carry out all the operations/works necessary to complete each milestone/phase/critical point established by the Contracting Authority, at the level of quality and performance imposed by it, the quantity risk being assumed by the Contractor. In this context, the Price List/Price Schedule, drawn up by the Contracting Authority, deflated at level 1 and 2 will not have associated quantity lists (these being drawn up in the process of preparing the Technical Project, in accordance with the provisions of point V of Annex no. 10 to HG no. 907/2016), the price list being used, primarily, to establish a unitary method of drawing up the financial proposals. The deadline by which clarifications can be requested from the contracting authority is 18 days before the deadline for submission of tenders. The contracting authority will respond clearly and fully to all requests for clarifications/additional information by the 11th day before the deadline for submission of tenders.
