Description
The Central Finland Wellbeing Services County is establishing a dynamic purchasing system (DPS) for medical point-of-care diagnostic devices and accessories. The subject of the procurement are medical point-of-care diagnostic devices intended for daily professional use in primary healthcare, specialist healthcare and social welfare, accessories related to these devices (including products compatible with the current device stock) and possible maintenance services. The dynamic purchasing system is not divided into lots. Internal competitions within the DPS may be divided into sub-sectors if necessary. The point-of-care diagnostic devices that are the subject of this dynamic purchasing system (DPS) are divided into sub-sectors by device group:
- Small measurement and patient monitoring devices and accessories: blood pressure monitors for primary healthcare and social welfare use, thermometers, stethoscopes, alcohol meters and pulse oximeters
- Examination devices and accessories for the senses (ears, eyes, skin): otoscopes and ophthalmoscopes, dermatoscopes, retinoscopes, tonometers, screening audiometers and tympanometers
- Length measuring devices and patient scales and accessories: length measuring system, length measuring scale on the wall and wall-mounted length measuring rod as well as baby, floor, chair, column, pair and special scales
- Small physiotherapy examination devices: e.g. dynamometer, goniometers and protractors, scoliosis meters and reflex hammers
- Other small medical examination and treatment devices and accessories: venous and fetal dopplers, small ultrasound devices for examining the paranasal sinuses and temporal region, blue light devices as well as TENS and TENS/EMs devices and other possible point-of-care diagnostic devices and accessories required by the procuring entity.
The products to be competed and the locations of use within the wellbeing services county are specified and defined in the internal competitions of the dynamic purchasing system. The Central Finland Wellbeing Services County accepts all applicants who submit an application to participate and meet the eligibility requirements set for suppliers. Procurements are made within the dynamic purchasing system by means of separate calls for tenders or internal competitions. The dynamic purchasing system is valid until 31.12.2030, unless it is shortened or extended by a separate notice. At the establishment phase of the dynamic purchasing system, at least 30 days are reserved for submitting an application to participate from the day on which the procurement notice is sent for publication. No internal competitions may be conducted within the dynamic purchasing system during the establishment phase. The procurement phase will begin during spring 2026 and the first procurements are planned to be implemented during 2026. The dynamic purchasing system is intended to procure medical small devices and point-of-care diagnostic devices for the use of the entire wellbeing services county. The procuring entity processes applications to participate received during the establishment phase within 10 working days after the end of the establishment phase. It is possible to apply to become a supplier throughout the validity of the system. Applying to the system does not mean direct participation in the competed procurements, but after acceptance the supplier must separately submit a tender to the opened internal competitions. The contractual requirements, descriptions and other documents are available to the accepted actors in the dynamic system at the opening moment of the internal competition. No tender can be submitted to the agreements in force or to procurements already competed until the competition is reopened. The procuring entity may temporarily suspend the DPS, for example during the holiday season. When the system is closed, no internal competitions can be conducted. Applications to participate may be submitted during the suspension and they are processed within 10 working days when the system is reopened.
