Planning services for self-supply of energy: energy concepts and CHP

The Stadtentwässerungsbetriebe Köln, AöR (short: StEB Köln), are a service provider in the water industry and, as a municipal enterprise of the City of Cologne, are a public contracting authority. In addition to the core task of collecting, discharging and purifying wastewater, the generation of energy from, for example, sewage gas, photovoltaics and, increasingly, wind power is becoming more and more important. The aim here is to not only set up the sewage treatment plants in an energy-neutral manner, but also to produce CO2-neutral surplus energy and thus make a contribution to the climate neutrality of the entire City of Cologne. The necessary planning services for self-supply of energy are, in particular: biomethane production, storage, gas transport, treatment of the existing CHP units and procurement of new CHP units incl. BImSchV and TA-Luft approvals, gas safety technology, heat generation and heating boiler systems. This is to be planned and implemented for all four sewage treatment plants Weiden, Rodenkirchen, Wahn and Langel. The estimated eligible costs (net) are as follows:

It is planned to commission the following service packages:

Structural design of civil engineering works, § 41 HOAI, LP 1-9 including building services, § 53 HOAI, LP 1-9

A phased commissioning is planned. Initially, the following performance phases will be commissioned:

- performance phases 1-2,

- then performance phases 3-7 including the creation of a functional performance description on the basis of which participation in the award of the contractor's performance and the support of the BImSch procedure (on the basis of the plant technology of the contractor) will take place,

- then performance phases 8–9, monitoring and quality assurance including later maintenance of the object.

The stages shown will be called off per object/sewage treatment plant. The services are to commence immediately after the award of the contract.
