SWE Energie GmbH is a company of the Stadtwerke Erfurt Group and, as an energy service provider, secures the electricity, gas, and heat requirements for Erfurt and the region. SWE Energie GmbH is a company subject to the KRITIS regulation. At the site of HKW Erfurt Ost, SWE Energie GmbH operates a combined heat and power (CHP) plant, which essentially consists of the following plant components: GuD plant with three waste heat boiler systems (Line 1, Line 2, and Line 3), hot water generator, heat storage, and Power-to-Heat plant. Due to changing political and market conditions (decarbonisation), SWE Energie GmbH intends to increasingly rely on renewable energies in the future and plans to expand the existing power plant according to its own transformation plan with various renewable energy systems. In addition to the transformation plan, the construction of a Battery Energy Storage System (BESS) is initially planned to strengthen the business area of power generation and marketing. The client intends to commercially use the plant no later than 01.07.2028. The planning, delivery, construction, commissioning, and acceptance of a fully functional BESS is being tendered. A symmetrical distribution of the BESS capacity to two 10kV feed-ins of the existing plant is mandatory. The plant is to be installed outdoors (battery container, skid, if necessary, own consumption transformers, if necessary, short-circuit current limiting reactors (MS switchgear Ik = 40 kA)). The BESS must meet the following performance requirements or requirements: - Control reserve provision: PRL, aFRR, mFRR, optional instant reserve - market-based operation, arbitrage (ID, DA, CID) - control of reactive power according to VDE-AR-4110 point 5.5 and 6.3.2 on request of the TSO. The parallel operation of two identical battery units with a capacity of 10 MW each and a capacity of 20 MWh each (total 20 MW capacity and 40 MWh capacity) is planned. The contractor must, within the scope of his turnkey responsibility, fully supply and design all necessary components and parts, in particular: inverter skids, own consumption transformers (Ik = 40 kA), control and regulation systems, battery containers, so that a safe and unrestricted parallel operation of both units is guaranteed. All components are to be installed outdoors. 1. Scope of services and main components The scope of services is understood as a turnkey construction (turnkey realisation) of the battery storage system by the contractor. This includes the complete planning, delivery, assembly, commissioning, and operational handover. This includes: - Battery container: Total capacity of at least 40 MWh with a net power of 20 MW at the interface, including all internal DC cabling, battery management systems (BMS), fire protection and extinguishing systems, early fire detection and safety shutdown as well as the container-internal air conditioning. - Inverter skid: Complete outdoor platform (skid) equipped with the required battery inverters and associated controls. - Own consumption transformers (EBT), concept for own consumption supply: In the event of a 10 kV medium voltage shutdown, the cooling of the battery cells must be ensured. - Noise protection measures: Complete planning and implementation of all necessary noise protection measures (e.g. silencers for air conditioning units, noise-optimised inverter cooling or enclosures) to ensure that the legally prescribed emission values at the site are safely complied with. - Participation in obtaining the building permit and other official matters by the contractor 2. Assembly, commissioning and acceptance - Delivery and assembly: The contractor is responsible for the complete transport (DDP site), unloading, lifting onto the foundations and the mechanical and electrical complete assembly of all delivered system components within the scope of the turnkey responsibility. - System-internal wiring: The contractor must fully wire all inverter skids with the associated battery containers within the scope of the turnkey business. This includes the complete laying and connection of all DC power cables, control and communication lines (e.g. BMS/EMS connection) as well as auxiliary energy cabling between the containers and the skids. - Commissioning: Commissioning of all subsystems until the complete, turnkey operational readiness of the overall system. - Acceptance measurements: Carrying out all contractually agreed performance and acceptance tests on site, in particular capacity measurement (Capacity Test to verify the guaranteed usable energy) - Support in and ensuring certification according to VDE 4110 and VDE 4120 for the intended operation of the entire system as well as training of the operating personnel 3. Interface definition (lot/sector separation), in particular: Electrical engineering: The connection to the higher-level grid is carried out on-site by the client. - Interface: The physical and functional interface is at the medium voltage connection terminals of the transformers on the skid and, if necessary, at the EBT. Construction: The excavation and foundation work is carried out on-site by the client. - Interface: The top edge of the base plates or strip foundations. - The client creates the foundations according to the static and dimensional specifications that the contractor must provide in good time as part of his planning services. The setting up, aligning and anchoring of the containers/skids on the foundations remains with the contractor. Control or regulation technology: - EZA controller is within the scope of services of the contractor - Provision of a communication interface o to the upstream TSO (SWE Netz GmbH) o to the marketer/energy trader/external service provider o to the main control system of the existing generation site 4.
