France – Engineering studies – PRESTATIONS D'ASSISTANCE TECHNIQUE GENERALE POUR LES BESOINS DE LA RTM (2 LOTS)

This consultation aims to award a procedure for the following services: carrying out various technical assistance missions within the framework of various projects managed by the Régie des Transports métropolitains, RTM (2 lots). The consultation is divided into 2 lots as follows: - Lot No. 1 - Technical assistance relating to buildings, various structures and technical installations specific to the sites for the operation of railway, metro and tram transport; - Lot No. 2 - Technical assistance relating to infrastructure, various structures and technical installations specific to the sites for the operation of passenger road transport. The services to be carried out are described and performed in accordance with the provisions of the CCAP and the CCTP common to all lots. The present public contracts are awarded according to a negotiated procedure, in accordance with Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Code. These are framework agreements within the meaning of Articles L2125-1.1° and R2162-2 and following of the Code. Each framework agreement is concluded with a single economic operator and is executed by the conclusion of subsequent contracts for the needs of which all the contractual stipulations are not fixed in the documents of the framework agreement (in accordance with Articles R2162-7, R2162-11 and R2162-12 of the Code). The services of assistance to the project owner, which give rise to the conclusion of subsequent contracts, are remunerated at unit prices, on the basis of the schedule of unit prices (BPU) of each of the lots. The prices indicated in the BPU constitute ceiling prices for the conclusion of subsequent contracts. In accordance with Article R2162-4 of the Code, the services of assistance to the project owner, which are the subject of subsequent contracts, are concluded without a minimum commitment amount and with a maximum commitment amount over its initial duration (1 year), namely: - Lot 1: 2 000 000 € excl. VAT; - Lot 2: 2 000 000 € excl. VAT. For each renewal period, the maximum commitment amount is: - Lot 1: 2 000 000 € excl. VAT; - Lot 2: 2 000 000 € excl. VAT. This maximum commitment amount applies exclusively to the services carried out by means of subsequent contracts and does not include the services of steering remunerated at a lump sum. The steering services of the framework agreement, as described in the CCTP, are remunerated in the form of a global and lump sum price, under the conditions defined by the breakdown of the global and lump sum price (DPGF) of each of the lots. These services are carried out directly within the framework of the framework agreement and do not give rise to the conclusion of subsequent contracts. These are public contracts for intellectual services which refer to the General Administrative Provisions applicable to public contracts for intellectual services (CCAG/PI), approved by the order of 30 March 2021.
