The HR Department of the Helmholtz Zentrum München is restructuring in the area of HR digitalisation. The current functions of the HR systems offer only a low degree of automation and are therefore no longer state-of-the-art. Robust digital processes must be established to achieve effective collaboration and synergies within the HR Department as well as with numerous other departments in the company. The current IT architecture operates with SAP as the leading system, but there are also numerous other software applications, some of which are integrated with SAP, while others are standalone solutions. A leading HR core system is currently being sought. Many processes are still manual and involve additional effort. These are to be digitalised and automated as effectively as possible. The focus is on a continuous flow of master data, workflows, and self-services. The aim is to map as many HR processes of the centre as possible in an HR suite. An internal inventory of the systems as well as a target concept of the future HR-IT landscape are available. Upon request, we will be pleased to provide this attachment against a signed confidentiality agreement. Please also note the corresponding REMARK on "MEASURES TO PROTECT CONFIDENTIALITY" at the beginning of the document. SAP HCM is to continue to be used as a time recording system and for payroll processing. The future licensing scope is 3,355 employees (2,555 internal employees and 800 guests, who are to receive full licenses). Additional licenses for optional modules must be indicated as a price option. The Helmholtz Zentrum München is pursuing a multi-stage introduction approach for the new HR-IT solution. The start is made with the award of the contract with the implementation of the basic modules HR Core and Onboarding. Further modules can follow in Phase 2 and 3 (option of the contracting authority). The timelines for these further phases will be agreed with the bidder. The focus topics are: PHASE 1 - Main Contract: HR Core with master data and workflows, personnel measures (crossboarding, contract changes), e-file, ESS/MSS, recruitment/pre-/onboarding, offboarding, job planning and personnel requirements, contract creation, reporting PHASE 2 - Option: Recruiting, Performance Management & Target Agreement PHASE 3 - Option: LMS and seminar management, personnel development & succession planning The introduction is consciously modular: Through an options-based approach, it will be possible to add further modules from PHASE 2 and PHASE 3 as needed from 2027/2028. This allows the system to be expanded in a demand-oriented manner according to the organisational and specialist development. PHASE 2 and PHASE 3 are options. The contracting authority is not obliged to exercise all options. The tender includes the delivery of a comprehensive HR solution, services, support, as well as software maintenance and care.
