France – Telecommunications services – Concession de service public relative à la fourniture de services numériques pour la mise en place de territoires durables et connectés sur le périmètre du Département de la Haute-Saône

The purpose of this consultation is to select the future concessionaire for the public service relating to the provision of digital services within the perimeter of the syndicate as of 1 January 2027. The main missions of the concessionaire will be as follows: - Design, implement and operate a multi-service network on fibre optic; - Operate a shared wireless network (IoT low bandwidth); - Implement a security service offer; - Implement a hosting service offer; - Optional section: construction of a data centre in the Haute-Saône area. Duration: 12 years (144 months) from the entry into force of the DSP. Variants: Not allowed. The Concessionaire will be selected following a public procurement and competitive bidding procedure as defined by Article L. 3121-1 and following of the Public Procurement Code (CCP) and by Articles L. 1410-1 and following and R. 1410-1 of the General Code of Local Authorities (CGCT). The present public service concession procedure is a restricted procedure, in two distinct phases, with submission of candidatures in the conditions provided for in the present consultation regulations (RC) at the latest by the date indicated on the cover page of the present regulation. Candidates are informed that during the course of the consultation, Haute-Saône Numérique will rely on the assistance of external advisors in compliance with the applicable regulation to analyse the candidatures and the offers and assist Haute-Saône Numérique during the negotiations.
