Background Troms county is the school owner responsible for providing sixth form education that is relevant for working life ́s competence needs. The aquaculture industry is an important industry in the region and has a continual need for qualified labour. The contracting authority would therefore like to strengthen recruitment to the industry through a comprehensive and practical training offer at Stangnes Rå sixth form college. For pupils in their education in nature use, it is decisive that education gives a good connection between joint subjects, programme subjects and vocational in-depth studies. The contracting authority sees a need for a significant part of the practical training to be carried out in real-world operational environments, so that pupils have experience with work assignments, equipment and framework terms that are representative of the aquaculture industry. The contracting authority would like to apply for a permit for the farming of fish and trout farming as a central instrument. If a licence is granted, it shall be rented out to and operated by the chosen tenderer on behalf of the Contracting Authority. The procurement shall allow the school from the school year 2026-2027 to offer training of high professional quality, relevant practice and close connection between school and work life. The contracting authority has overall responsibility for the pupils ́ training. To achieve the objective of the procurement, close interaction between the school and the tenderer is necessary, so that education, practice and operation are seen in connection with and support the current curriculum goals. Description of the assignment The procurement concerns the choice of tenderer who, if granted a teaching permit, shall hire and operate the educational permit for the farming of fish from salmon and trout on behalf of the Contracting Authority. At the same time, the tenderer shall contribute to implementing practical training for pupils at Stangnes Rå sixth form college. The assignment includes access to fish farming facilities, necessary equipment, relevant operational arenas and instructors with competence in aquaculture. The tenderer shall, in cooperation with the contracting authority, facilitate practical training that supports the current curriculum goals and the school ́s educational system. A close and binding cooperation shall be established between the tenderer and the Contracting Authority on planning, implementing and coordinating the training. The aim is to ensure general training where pupils ́ learning in schools and practice are seen in context, and where the training is carried out within proper professional and operative frameworks. The assignment initially includes assistance with training for Vg1 Nature use from the school year 2026-2027. In addition an option is included on equivalent assistance for Sixth Form College, provided that political clarification of the organisation of this tender is later clarified.
