Descripción

1. General

The subject of this contract concerns the appointment of a multidisciplinary design office within the framework of a framework agreement for the supply of integrated design and study services, mainly for technical (MEP) projects within the patrimony of the University of Antwerp. The framework agreement aims to provide a sustainable and flexible cooperation framework for both initial orders and future sub-orders on demand, the nature, timing and scope of which cannot be exhaustively determined at the time of publication. In this context, the design team can be deployed for:

• on the one hand, two concrete projects to be started simultaneously with high technical and organisational complexity, short lead times and an intensive design phase;

• on the other hand, several sub-orders on demand, with varying complexity, scale and simultaneity, the concrete scope of which is determined each time on demand.

The nature, timing and scope of the sub-orders may differ and are not fully defined at the time of publication.

2. Nature and core of the service provision

The contract concerns a service contract for technical advice, engineering and project management, with MEP techniques as the leading discipline. The term MEP (Mechanical, Electrical & Plumbing) refers to the whole of technical building installations: HVAC, electricity and sanitation. The multidisciplinary design team is responsible for the integral technical management of projects throughout the entire project cycle, depending on the specific sub-order, from the concept and feasibility phase to commissioning and post-construction care. The service provision includes, if applicable:

- drafting of technical advice, concepts and feasibility studies;

- engineering and technical studies of MEP installations, laboratory design, stability and related building-bound techniques;

- technical coordination and integration between MEP, stability, lab design and architecture;

- drafting of tender and execution files and management of the placement phase;

- technical site follow-up during execution;

- commissioning, start-up and technical post-care;

- support for licensing and urban planning actions, where relevant.

The precise scope and depth of the services are determined per sub-order on demand under the framework agreement.

3. Multidisciplinary design team – one contractor

The candidate proposes a multidisciplinary design team that acts as one contractor with respect to the contracting authority. The collaboration within the design team can be organised:

• within one legal entity, or

• via a combination of companies (e.g. temporary association), or

• via a (temporary) partnership, provided that:

1. Each discipline is clearly identified (persons and/or entities, role and responsibility);

2. The design team has the necessary competencies, experience and means to carry out the contract integrally and coherently, whereby tasks that are legally reserved for protected professions or titles (such as architecture, stability and surveying) are exclusively carried out by persons who are legally authorised and recognised for this purpose.

3. The design team has the necessary competencies, experience and means to carry out the contract integrally and coherently.

The design team acts as a single entity and bears joint responsibility for:

• the coherent development of the design;

• the coordination and integration between the disciplines;

• the alignment with the existing patrimony and the boundary conditions of each sub-order;

• the safeguarding of quality, risks, feasibility and cost efficiency.

4. Delimitation with respect to a classical architectural assignment

This contract does not concern a classical, full architectural assignment as intended for new construction or architectural competitions. Architecture is part of the design team as a mandatory discipline to the extent that the nature of the services requires it, but the contract is mainly aimed at technical design and study services (HVAC, techniques and stability) within an integrated design approach.

5. Place of service provision

The place of service provision concerns various sites and buildings of the University of Antwerp. The concrete location(s) and context of each order are determined:

• for the initial orders: in the specifications;

• for sub-orders on demand: with each individual demand under the framework agreement.
