The European Commission has published a notice in the Official Journal of the European Union, under the reference number 2023/S 144-386373, to provide information on the award of a framework agreement for the provision of services for the design, development, implementation, and maintenance of a web-based platform for the management of the European Union's public procurement procedures. The framework agreement will be awarded to one or more economic operators who will be responsible for the design, development, implementation, and maintenance of the web-based platform. The platform will support the management of the entire lifecycle of public procurement procedures, from the planning and preparation of tenders to the award and implementation of contracts. The platform will also provide tools for the monitoring and evaluation of public procurement procedures, as well as for the exchange of information between the Commission and the economic operators.

The framework agreement will have a duration of 48 months, with the possibility of extension for an additional 24 months. The estimated value of the framework agreement is EUR 5,000,000.

The European Commission will use the framework agreement to award specific contracts for the provision of the services described above. The specific contracts will be awarded in accordance with the rules and procedures set out in the framework agreement and the relevant EU public procurement directives.

The European Commission invites economic operators interested in participating in the competitive process for the award of the framework agreement to submit their expressions of interest and tender documents by the deadline indicated in the notice.

The European Commission reserves the right to reject any tender or to cancel the competitive process at any time, without incurring any liability.

The European Commission will evaluate the tenders submitted by the economic operators and will award the framework agreement to the most economically advantageous tender, in accordance with the criteria set out in the notice.

The European Commission will publish the results of the competitive process in the Official Journal of the European Union and on the TED website.

The European Commission will provide further information and updates on the competitive process and the award of the framework agreement on the TED website and in the Official Journal of the European Union.

The European Commission will also provide information and updates on the implementation of the framework agreement and the provision of the services through the web-based platform.

The European Commission will publish the results of the competitive process in the Official Journal of the European Union and on the TED website.
