Description: The detailed description of the subject of the contract is contained in the SWZ and the annexes to the SWZ. The subject of the contract is services in the field of forestry in accordance with the definition in art. 6, para. 1, point 1 of the law of 28 September 1991 on forests (consolidated text: Dz. U. z 2026 r. poz. 663 – „Ustawa o lasach”) covering works in the field of forest cultivation and protection, fire protection, timber harvesting and extraction, nursery management and fire protection works, performing duties in the Alarm and Dispatch Point, to be carried out in the Skrwilno Forest District in 2027. 2) The subject matter of the contract covers the total quantities of works in the field of forest cultivation and protection, fire protection, timber harvesting and extraction, nursery management and fire protection works, performing duties in the Alarm and Dispatch Point, resulting from Annex 2 to the SWZ, which consists of: Annex 2.1. – planned size of works; Annex 2.2.1. - detailed size of works by groups of activities, activities and location; Annex 2.2.2. - valuation of the contract value for individual works; Annex 2.3.1. – characteristics of the forestry in terms of timber harvesting; (not applicable to Package 16 and 17) Annex 2.3.2. – assortment layout of timber harvesting in the forestry; (not applicable to Package 16 and 17) Annex 2.3.3. – compilation of distances and conditions of timber extraction; (not applicable to Package 16 and 17) Annex 2.3.4. – compilation of positions with additional difficulties in terms of harvesting and extraction; (not applicable to Package 16 and 17) Annex 2.3.5. – compilation of positions not available for mechanical harvesting; (not applicable to Package 16 and 17) Annex 2.3.6. – information on the optimal technology of timber harvesting (potential); (not applicable to Package 16 and 17) Annex 2.3.7. - information on the optimal variant of timber harvesting; (not applicable to Package 16 and 17) Annex 2.4.1. - potential locations for the care of forest plantations; (not applicable to Package 16 and 17) Annex 2.4.2. - compilation of positions not available for renewals carried out using a planter - In the Skrwilno Forest District, there are no positions not available for renewals carried out using a planter. Annex 2.5 - additional information regarding Annexes 2.3.1 - 2.3.6 and the abbreviations used. The subject matter of the contract set out in the annexes forming part of Annex 2 is of an indicative nature. 4) The quality standards relating to all the significant features of the subject of the contract are specified in Annex 3 to the SWZ, which consists of: Annex 3.1. "Description of the standard of technology for the execution of forestry works" Annex 3.2. Parameter Tables (separately for each of the Packages) concerning the activities indicated in the "Description of the standard of technology for the execution of forestry works" Annex 3.3. "Description of the standard of technology for the execution of works in the field of nursery management” Annex 3.4. Parameter Tables (separately for each of the Packages) concerning the activities indicated in the "Description of the standard of technology for the execution of works in the field of nursery management” Annex 3.5. Description of the standard of technology for the execution of fire protection works; Annex 3.6. Parameter Table concerning the activities indicated in the "Description of the standard of technology for the execution of fire protection works; The detailed description of the standard of technology for the execution of individual forestry works (activities) specified in Annex 3.1. to the SWZ and the detailed description of the standard of technology for the execution of works in the field of nursery management (activities) specified in Annex 3.3. to the SWZ and Annex 3.5. to the SWZ Description of the standard of technology for the execution of fire protection works form the basis for determining the quality requirements relating to the elements making up the subject of the contract (Annex 2 to the SWZ). If an activity described in the above annexes has not been provided for in the description of the subject of the contract (Annex 2 to the SWZ), then in this respect the provisions of Annex 3.1. to the SWZ or Annex 3.3. to the SWZ or Annex 3.5. to the SWZ do not apply. The Parameter Tables contain (separately for each Package) detailed information on the manner of implementing certain activities described in Annex 3.1. to the SWZ Description of the standard of technology for the execution of forestry works or in Annex 3.3. to the SWZ Description of the standard of technology for the execution of works in the field of nursery management, or Annex 3.5. to the SWZ Description of the standard of technology for the execution of fire protection works in the specific conditions relating to a given Package forming part of the subject of the contract. 5) Descriptions of the codes of activities describing individual forestry works (activities) forming part of the subject of the contract are set out in Annex 3 to the SWZ. 6) The description of the rules of the procedure for carrying out the acceptance of forestry works is contained in Annex 3 to the SWZ. The procedure is conducted in accordance with the rules provided for classical contracts with a value equal to or exceeding the EU thresholds. 2.3. The procedure is conducted in accordance with the rules provided for the so-called "reverse procedure", referred to in art. 139, para. 1, 3 - 4 PZP. In accordance with the above provisions, the Contracting Authority first carries out an examination and evaluation of the offers, and then carries out a substantive qualification of the Contractor, whose offer was most highly evaluated, in terms of the lack of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. The procedure is conducted in the form of an unrestricted tender pursuant to art. 129, para. 1, point 1) in connection with art. 129, para. 2 and art. 132-139 of the law of 11 September 2019 on Public Procurement (consolidated text: Dz. U. z 2026 r. poz. 793 - „PZP”)
