Mention that the Municipality of Targoviste has signed the Financing Contract No. 220426 / 03.10.2025, registered with the Municipality of Targoviste under No. 113850/22.10.2025 within the "Programme for Energy Efficiency and Renewable Energy", Thematic Area "Energy Efficiency and Renewable Energy" of the Swiss-Romanian Cooperation Programme aimed at reducing economic and social disparities within the European Union. The objective takes into account the price of public utilities (electricity, natural gas, fuel) which has been continuously increasing in recent times, consequently registering difficulties in financing current activities, but also in managing the price of public utilities. Therefore, it is desired to reduce expenditure on utilities and to decrease the degree of air, soil and water pollution, all of which contribute to improving the quality of life of the inhabitants. The positive effect anticipated through the achievement of the investment objective would lead to a reduction in the operating costs of the latter, having a positive impact on the budget management by UAT Municipality of Targoviste. The Targoviste Swimming Tourism Complex is located at 9 Calea Ialomitei Street, in the Municipality of Targoviste, Dâmboviţa County and is owned and managed by UAT Municipality of Targoviste. The in-town plot belongs to the public domain of the Municipality of Targoviste according to the Land Registry No. 92953, with an area of 114.464 m2. The swimming pool on plot No. Cad. 92953 has a built-up area of 4.410 m2, a spread area of 7.582 m2. The works to be carried out are presented in the specification. According to the General Bill of Quantities, the estimated value of the construction contract is 25.651.940,95 lei excl. VAT and is composed as follows: -1.2 V Site Preparation = 0 lei excl. VAT - 1.3 V Environmental arrangements and return of the site to its initial state = 250.000 lei excl. VAT - 1.4 V Costs for relocation/protection of utilities = 0 lei excl. VAT - 2. V Costs for ensuring the utilities necessary for the investment objective = 0 lei excl. VAT - 4.1 V Buildings and installations = 13.856.327,87 lei excl. VAT - 4.2 V Installation of technological and functional equipment = 829.762,08 lei excl. VAT - 4.3 V Technological and functional equipment requiring installation = 10.462.601 lei excl. VAT - 5.1.1 V Construction and installation works related to site organisation = 247.275 lei excl. VAT - 5.1.2 V Costs related to site organisation = 5.975 lei excl. VAT The contracting authority will respond clearly and completely to all requests for clarification/information addressed by the economic operators, within 11 days before the deadline for submission of tenders, in accordance with art. 161 of Law No. 98/2016, as amended, corroborated with art. 27 para. (3) of HG 395/2016, as amended, to the extent that these requests are addressed within the deadline of 20 days before the deadline for submission of tenders. The contracting authority has provided in the contractual clauses the possibility of reviewing the contract in accordance with the provisions of art. 221 para. (1) lit. a), e) and f) of Law 98/2016, as amended, regarding non-substantial modifications in a maximum percentage of 4% of the contract value. REFERENCE NUMBER: 4279944-2026-6.1
