Description of the procurement:

The contracting authority invites tenders for a concession contract for the financing, design, implementation and operation of an Electric Vehicle Charging Infrastructure within the indoor and/or outdoor parking lots of its buildings located in Antony and Châtenay-Malabry.

The concession contract will have a duration of 10 years, including a 2-year design and construction phase followed by an 8-year operation and maintenance phase.

The infrastructure will consist of:

- A minimum of 50 charging stations for electric vehicles, including at least 20 fast charging stations (50 kW) and 30 slow charging stations (7 kW);

- The necessary electrical installations and connections;

- A management system for the charging stations, including a mobile application for users and a web portal for the contracting authority;

- A customer service system for users.

The concessionaire will be responsible for:

- Financing the entire project;

- Designing and implementing the infrastructure;

- Operating and maintaining the infrastructure for the duration of the contract;

- Ensuring the availability and functionality of the charging stations;

- Providing customer service to users.

The contracting authority reserves the right to award the contract to the tenderer offering the best value for money, taking into account the following criteria:

- The technical quality of the proposed solution (40%);

- The financial offer (30%);

- The experience and references of the tenderer (20%);

- The proposed maintenance and customer service plan (10%).
