LHP Skillnet ustanawia System Dynamicznego Zakupów (DPS) w celu ułatwienia świadczenia usług w okresie od 2026 do 2028 roku. DPS zapewni ciągły mechanizm, który pozwala odpowiednio zakwalifikowanym dostawcom, którzy spełniają minimalne wymagania dotyczące kwalifikacji i jakości, ubiegać się o przyjęcie w dowolnym czasie w ciągu życia systemu. W przeciwieństwie do tradycyjnej umowy ramowej, DPS jest całkowicie elektroniczny i pozostaje otwarty przez cały okres jego trwania. Po przyjęciu do DPS dostawcy mogą zostać zaproszeni do udziału w mini konkursach na określone wymagania szkoleniowe, gdy się one pojawią. Umowy zostaną przyznane po tych mini konkursach zgodnie z stosownymi przepisami dotyczącymi zakupów. DPS będzie funkcjonował zgodnie z postanowieniami przepisów dotyczących zakupów i pozostanie w mocy przez okres trzech lat. Dostawcy mogą dołączyć lub opuścić DPS w dowolnym czasie w tym okresie, pod warunkiem zgodności z zasadami DPS.
