I - CONTEXT AND PURPOSE

Bygningsstyrelsen awards a contract for the provision of a SaaS solution for IT support of property management and leasing in Bygningsstyrelsen. Bygningsstyrelsen needs a solution that will serve as the primary specialist system for IT support for Bygningsstyrelsens leasing and asset management centre. The solution must be delivered as a SaaS solution with the necessary configuration to support Bygningsstyrelsens needs. The supplier must implement the solution, including configuration, setup and data migration from Bygningsstyrelsens existing system, and train Bygningsstyrelsens users in accordance with Bygningsstyrelsens needs prior to the provision of the solution. After the provision, the supplier must deliver the Service, including operation, support and maintenance. Bygningsstyrelsen will use Navision Stat for rent collection. This is supported by an external integration that must be accessed via an API provided by the solution. The purpose of the solution is primarily to:

- Support Bygningsstyrelsens core tasks in leasing, property management, contract management and collection,

- Act as the primary source of central master data (properties, buildings, leasing units, etc.) used across Bygningsstyrelsens business,

- Support appropriate data registration and ensure traceability and audit and control options, and

- Be part of Bygningsstyrelsens overall IT architecture with integration platform and data platform and be a central part of Bygningsstyrelsens overall system landscape and overarching IT and data strategy.

The existing system currently has approximately 10 simultaneous users and contains approximately 5,300 contracts. Bygningsstyrelsen expects that the future solution will contain between 2,000 and 2,500 contracts after data migration. The existing system currently contains approximately 1,400 properties, 3,200 buildings, land areas and property objects, 500 customers, 6,300 leasing units and 700 private lessors and/or administrators, and approximately 22,000 collections are made annually, which must be migrated.

II - MAIN SERVICES

The contract includes the following main services:

a) Initial Services: The supplier must, during the implementation phase, carry out the implementation, including configuration and setup of the Solution in close cooperation with Bygningsstyrelsen in accordance with Bygningsstyrelsens needs, data migration and user training.

b) Ongoing Services: The supplier must, from the date of provision, make the Solution available to Bygningsstyrelsen in the form of a software-as-a-service, including operation, support and maintenance.

c) Order Services: The supplier must, at Bygningsstyrelsens request, provide Order Services to the Solution, including e.g. consultancy assistance for advice, training, configuration and establishment of integrations to Bygningsstyrelsens other IT systems, as time-based services.

d) Termination Services: The supplier must, in the event of full or partial termination of the Contract, regardless of the reason for this, assist Bygningsstyrelsen to the extent relevant and necessary in connection with the transition of all data to Bygningsstyrelsen, other suppliers or authorities.
