Description
The procurement involves the establishment of a dynamic purchasing system (DIS/system) for tasks related to road areas. The types of tasks that the contracting authority expects to purchase through the system are outlined in the description of the sub-contracts and in the tender documents. The requirements for the services will be specified during the concrete procurements in the system. The system includes the following sub-contracts: - Paths and road structures - Minor construction tasks - Earthworks - Building works There may be some overlap between the sub-contracts. When the contracting authority tenders specific tasks, the sub-contract that best fits the task is chosen. The assessment of a specific task's expected value and the choice of sub-contract are made by the contracting authority based on its best and professional judgment. All interested bidders are welcome to apply for inclusion in the dynamic purchasing system. Bidders can apply for inclusion in one, several, or all sub-contracts. The contracting authority encourages bidders to apply for inclusion in the system for all 4 sub-contracts. Bidders can apply for inclusion in the system throughout the system's lifetime. Applications for inclusion in the system received before the application deadline will be processed within at most 15 working days after the application deadline. Applications for inclusion in the system received after the application deadline will be processed within 10 working days, unless special circumstances apply according to the Public Procurement Act, Section 104, paragraphs 5 and 6 in relation to the possibility of extending the period for the assessment of applications. Bidders included in the DIS can withdraw from the system with 3 days' written notice, but will always be bound by the offers submitted in specific mini-tenders in the system until the acceptance deadline expires. The contracting authority can choose to terminate the DIS with 6 months' written notice. The contracting authority expects to carry out the majority of its procurements for tasks that fall into the categories for the sub-contracts in this DIS, but is not obligated to do so. An example of tasks that will be procured outside this DIS is if the contracting authority needs to evaluate the bidder according to the award criterion "the most economically advantageous tender" instead of "price" alone. Information about the duration of the dynamic purchasing system is preliminary, as the system is expected to be used until the estimated contract value is exhausted. The contracting authority reserves the right to continuously request updated information from bidders included in the dynamic purchasing system.
