The contracting authority already announced a procurement procedure on 29.09.2025 EU-wide (publication number of the notice: 636132-2025) and on 27.09.2025 on https://projekttraeger-breitband.de. This procedure was planned as a two-stage negotiated procedure with a prior qualification stage. Within the framework of the qualification stage, suitable bidders have already been identified; the qualification stage is therefore already completed, but the negotiated procedure has not yet been initiated. Since a large number of addresses have proven to be non-grantable within the framework of the qualification stage and thus within the ongoing procedure, these addresses have now been removed from the tender. The change in the expansion area requires a corresponding adjustment of the present tender for the appointment of a concessionaire. Accordingly, the present notice is an amendment notice, which is intended to enable companies that have not yet participated in the present tender to participate in the tender in view of the new framework conditions. Companies that have already applied within the framework of the first notice and are currently still involved in the procedure do not need to reapply; these companies remain involved in the procedure. =============================================== The Hanse- and University City of Rostock (hereinafter: "contracting authority") has the goal of providing comprehensive access to gigabit networks. In addition, the contracting authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, a concession contract for the construction and operation of a gigabit network as well as the provision of end-customer services in the area described in more detail below is to be concluded with a telecommunications company. For this purpose, the contracting authority has submitted an application for funding within the framework of the federal funding programme "Funding to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany - Gigabit Guideline 2.0" and has been granted provisional funding. In addition, the contracting authority has applied for co-financing according to the "Guideline for the promotion of the gigabit expansion of telecommunications networks in Mecklenburg-Vorpommern (Gigabit funding guideline - GigabitFöRL M-V)" and has also been granted provisional funding. The funding is to be provided by an investment grant in the amount of the so-called economic viability gap, i.e. in the amount of the difference between the net present value of all revenues and the net present value of the costs for network construction and operation.
