France – Benefit services – PRESTATIONS DE FORMATIONS TECHNIQUES SUR VEHICULES DE TRANSPORT ROUTIER POUR LES AGENTS DE LA REGIE DES TRANSPORTS METROPOLITAINS (RTM)

The consultation is divided into eight lots as follows: Lot 1: Technical training services on MERCEDES type vehicles; Lot 2: Technical training services on HEULIEZ/IVECO type vehicles; Lot 3: Technical training services on MAN type vehicles; Lot 4: Technical training services on IRIZAR type vehicles; Lot 5: Technical training services on VOLVO type vehicles; Lot 6: Technical training services on OTOKAR type vehicles; Lot 7: Technical training services on SCANIA type vehicles; Lot 8: Technical training services on VDL type vehicles. Candidates may submit tenders for one, several or all of the lots. Offers will be examined lot by lot. Candidates may not submit variable offers depending on the number of lots that may be obtained. Each lot will result in the award of a separate contract. The services are described and performed in accordance with the provisions of the Particular Conditions of Contract (CCP) and its annex, which are common to all lots, documents attached with this AAPC. 2/ The present public contracts are awarded under a negotiated procedure, in accordance with Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Public Procurement Code. These are framework agreements within the meaning of Articles L2125-1.1° and R2162-2 and following of the Code. Each framework agreement is concluded with a single economic operator and executed in part by the issuance of purchase orders, for the services described in the contractual documents and in part by the conclusion of subsequent contracts for the needs for which all the contractual stipulations are not set out in the framework agreement documents. Pursuant to Article R2162-4 of the Code, each contract is concluded without a minimum commitment amount and with a maximum commitment amount over their initial duration (2 years), namely: Lot 1: 430 000,00 euros excl. VAT; Lot 2: 400 000,00 euros excl. VAT; Lot 3: 35 000,00 euros excl. VAT; Lot 4: 95 000,00 euros excl. VAT; Lot 5: 30 000,00 euros excl. VAT; Lot 6: 10 000,00 euros excl. VAT; Lot 7: 45 000,00 euros excl. VAT; Lot 8: 40 000,00 euros excl. VAT. For each two-year renewal period, the maximum commitment amounts are identical. 3/ These are public service contracts that refer to the General Administrative Provisions applicable to public contracts for supplies and services (CCAG/FCS), approved by the order of 30 March 2021. 4/ The initial duration of the framework agreements is two years, from the date of notification. They are tacitly renewable twice, unless a written decision to the contrary is made by the RTM, communicated with a three-month notice before the expiry date, by registered letter with proof of postal delivery. Each renewal has a duration of two years, for a potential maximum duration of six years. 5/ At the stage of the applications, the documents transmitted with the Public Procurement Notice (AAPC) are included in the "Application Phase" of the Consultation Rules, attached as an annex to the AAPC. 6/ Candidates must necessarily submit their application (and their offer in a subsequent phase) in a dematerialised manner via the site www.achatpublic.com. 7/ In a subsequent phase, the RTM will make the complete Consultation File for Companies (DCE) available to the candidates admitted to submit an offer, via the site www.achatpublic.com, which will provide the latter with the modalities for downloading. The candidates will have to submit their offer necessarily in a dematerialised manner via the website achatpublic.com.
