The subject of the planning task is the new construction of an administrative building for the municipal utility company in Bernkastel-Kues in the district of Andel, including the associated outdoor facilities and integration into the existing operational site on the property "Moselbahnstraße 14 in 54470 Bernkastel-Kues / Andel". A first conceptual design already exists for the project, which serves as the basis for further planning. The current planning status envisages a two-storey administrative building with a gross volume (BRI) of approx. 3,061 m³, a gross floor area (BGF) of approx. 840 m², a net floor area (NRF) of approx. 604 m², and a usable area (NUF) of approx. 410 m². The spatial programme essentially comprises office workstations for technical and commercial areas as well as meeting, communication, social, technical, and corresponding sanitary and ancillary rooms. The existing conceptual design envisages a flexible and long-term adaptable building structure in a clear building body, in a contemporary and energy-efficient construction method. A central, two-storey open light well within the access zone forms the spatial centre of the building and serves to illuminate, communicate, and naturally ventilate the adjoining areas. The individual functional areas in the building "Offices/Meeting", "Access" and "Ancillary Rooms" are clearly structured, while at the same time an open communication zone with a high quality of stay is created via the centre of the building and the light well. Key design objectives are high usability flexibility and long-term adaptability of the floor plan structure, short, functional routes within the building, and good connectivity and visual relationship with the existing operational building on the property. The appointed project planner must review the existing concept and the underlying spatial and functional programme together with the client, further develop it if necessary, and coordinate it with the involved specialist planners. Particular attention must be paid to functionality, cost-effectiveness, sustainability, energy efficiency, and long-term usability flexibility, as well as a differentiated facade design. With effect from 01.01.2027, the municipal utility company Bernkastel-Kues will be converted into the municipal utility company AöR. The AöR will assume all rights and obligations of the municipal utility company Bernkastel-Kues.
