The Administrative Directorate of the WDR intends to conclude a framework agreement for consulting, conceptual and specialist support services for the "Business Warehouse" project. The project is designed as a multi-year transformation and implementation project. The aim of the project is the specialist conception and step-by-step introduction of an integrated control model that links strategic planning, budget allocation, portfolio and performance analysis, as well as transparency of resources, costs and impact. The project thus serves to further develop the WDR's company-wide control capability. The contractor will support the project from the detailed conception through the implementation phase to the commissioning and transition to regular operation. The subject of this tender are exclusively consulting services, the specialist conception and the specialist support of the project throughout all project phases. Expert conception and support of the technical implementation as well as the translation of specialist requirements into implementable process, data and system requirements are also expected. The technical implementation and software development itself are not the subject of this tender. The contract will be awarded as a framework agreement without acceptance obligation. The contract term is 27 months from the start of the service; the WDR has the option to extend the contract by a further year. The estimated call-off quantity is approximately 350 person-days; the maximum quantity is 400 person-days. Once the maximum quantity is reached, the possibility of further call-offs from the framework agreement ends. The estimated call-off quantity does not imply an obligation for the WDR to call off services to this extent.
