Finland – Security services – Vartiointi- ja hälytyskeskuspalvelut

The subject of the procurement is security and alarm centre services in the Kainuu well-being services county. The service targets are the sites defined in the Contractor's Assignment Agreements. Security services include local guarding, mobile guarding (formerly patrol guarding), alarm and order guarding. The purpose of the guarding services is to maintain and promote safety in the agreed guarding areas and sites, and to take measures to restore safety, if necessary, within the limits permitted by law (Act on Private Security Services 1085/2015). The guarding and alarm centre services consist of, among others, the following services (described in more detail in the Service Description (Attachment 6)):

- Local guarding; order guarding related to it (a single task pre-ordered)

- Alarm visits

- Mobile guarding (formerly patrol guarding)

- Alarm centre services (e.g. testing/transfer of alarm systems, receiving alarms)

- Alarms related to personal safety, property and real estate in the premises and properties of Kainuu well-being services county (e.g. monitoring door locks, freezer alarms, N-cabinet alarms, assisting staff with opening changing rooms)

- General maintenance tasks related to property maintenance (e.g. opening changing and locker rooms in case of malfunction, inspecting changing rooms if necessary), Locking of maintenance/equipment locks in case of flooding (on-call maintenance worker instructs), lifting of flags at Kainuu Central Hospital

- Aula and local guarding services at Kainuu Central Hospital: (e.g. managing temporary passes and permits, responding to fire alarms and announcements at the central hospital)

Alarm centre services are included in the assignment agreement without separate compensation according to the service description. The purpose of the alarm centre service is continuous on-call duty (24/7 service), which enables the reception of various service requests and response to them.
