The scope of services includes the trade of heat/cold generation. The Town Hall of Stolberg is to be heated and cooled according to the two-pipe principle. For this purpose, the use of a brine-water heat pump is planned. The energy source is a combination of an ice storage unit and an air absorber; optionally, nozzles are provided, where an ice rink can be integrated later. The air absorber also handles the cooling in summer. The cooling energy is preferably generated at night, at low outside temperatures. Due to the size of the ice storage unit, daily cold production is not required and can be shifted to times when the outside temperature is moderate for cooling. The switch between heating and cooling operation is made via the provided switching valves depending on the season. In heating mode, energy is extracted from the liquid water in the ice storage unit until it freezes. In cooling mode, cold water is taken directly from the ice storage unit and provided for building cooling via a heat exchanger. The heat/cool generation system will be connected to an existing heating network on site. The system essentially consists of the following components:

- Ice storage unit

- Air absorber

- Heat pump

- Hydraulic module

- Control module

- Hydraulic connection system

A buffer storage tank must be installed in the basement for the system. The ice storage unit will also be set up in the same basement room. Due to the installation possibilities, the storage tank will be transported to the basement in segments and assembled on site. The heat pump and a hydraulic unit will be housed in the technical room on the ground floor. The heat pump is to supply the existing heating network on site. The hydraulic unit is the interface between the heat pump and the energy sources and enables the use or regeneration of the ice storage unit. The control of the hydraulic unit performs the function of intelligent energy source management of both sources. In addition, it enables the regeneration of the energy storage or the source medium located therein (water in the energy storage). The air absorber will be mounted on a foundation on site, northwest of the building. The air absorber transfers the ambient heat and is used for the regeneration of the ice storage unit. The basement room for the installation of the ice storage unit and the buffer storage unit is approximately 7.9 m x 18.6 m in size, with a ceiling height of approximately 2.39 m. Access to the basement room is via a staircase (3.6 m x 5.4 m) with a landing staircase (width >1.4 m). The door openings in the basement are 1.00 m x 2.00 m. On the ground floor, the staircase (6.6 m x 9.9 m) is larger and extends to the western entrance door (opening size 1.16 m x 2.00 m). The technical room has dimensions of approximately 3.5 m x 4.8 m and a ceiling height of approximately 3.1 m. The door opening of the technical room has the dimensions 0.94 m x 2.00 m. An area of approximately 2.6 m x 2.2 m is available for the installation of the hydraulic unit and the heat pump. The technical room adjoins the western staircase directly.
