Romania – Software supply services – Achiziția de servicii IT pentru furnizarea unei platforme SaaS, pe bază de taxă anuală de acces, pentru analiza conținutului audiovizual online

The main objective of the procurement is to access a modern software solution, based on cloud infrastructure, that ensures the integrated analysis of audiovisual content from the online environment and supports the process of monitoring radio/TV programs. The software solution must allow for advanced analysis of the media and online information ecosystem, including the identification of topics, trends, and relationships between information sources, in order to support the analysis and monitoring activities carried out by CNA. The software solution will be an indispensable working tool for CNA staff, providing automated mechanisms for collection, classification, analysis, and reporting, as well as functionalities for organizing materials by cases. Through this system, CNA will be able to quickly identify content that may violate audiovisual legislation, generate objective reports, and substantiate regulatory and sanctioning decisions. Concretely, the software solution will support the Beneficiary to:

- analyse content flows from the digital environment, including video-sharing platforms;

- identify and document illegal or harmful content, with a focus on protecting minors and combating hate speech;

- observe the dynamics of networks of inauthentic or coordinated accounts and their impact on public space;

- integrate and analyse transcripts of programs broadcast by radio and TV stations, extracting relevant themes and indicators;

- generate statistics and thematic reports, tailored to institutional needs and legal obligations.

The need for this procurement arises from CNA's mission to protect the public interest, ensure pluralism, and contribute to strengthening society's resilience against information risks. The solution will contribute to increasing internal efficiency, professionalising analysis and monitoring processes, and the transparency of the regulatory act, consolidating CNA's position as the guarantor of compliance with audiovisual legislation in Romania. The detailed, functional and non-functional requirements are provided in the Terms of Reference nr. 10358/14.09.2026, chap. 5–8, which is an integral part of the award documentation. Requests for clarification or additional information must be submitted by economic operators by the 20th day before the deadline for submission of tenders, exclusively through SEAP, in the “Requests for clarification/Questions/Communications” section within the award procedure. The contracting authority will respond, clearly and completely, to all requests for clarification or additional information addressed within the above deadline, by the 11th day before the deadline for submission of tenders, in compliance with the minimum term of 10 days provided for in Article 161(1) of Law no. 98/2016 and with the correlation of terms imposed by Article 27(2) of H.G. no. 395/2016. The consolidated response is published in SEAP, in the “List of clarifications, notifications and decisions” section within the participation notice. In the event that a response to a request for clarification would modify a requirement of the award documentation, the contracting authority does not make the modification through the response, but publishes a corrigendum in SEAP, revises the corresponding DUAE and, if necessary, extends the deadline for submission of tenders.
