Description

The technical documentation addresses the modernization works of 14 streets within the locality of Tunari, with a total length of 7578.00m. Currently, the streets have an asphalt pavement structure and some paved areas, with asphalt overlays deteriorated in places due to interventions on the water and sewerage networks. Rainwater flows freely from the carriageway to the adjacent green areas. The traffic on these streets is classified as LIGHT, generally consisting of the residents' cars. On Vulturilor Street, the asphalt pavement has degraded, with the carriageway mostly at the level of the cobblestones. In longitudinal profile, the streets have small slopes, typical of flat areas, generally below 2%. In cross-section, the streets have a carriageway width of 4-6.00m, bordered by grassy verges and green areas, up to the property boundary. In places, sidewalks and courtyard accesses are provided in front of the properties. From the on-site inspections, it was found that devices for collecting, directing, and evacuating water are missing, so water flows uncontrolled on the carriageway of the roads, towards the marginal green areas. To bring the streets up to the corresponding exposure parameters, it was found necessary to carry out intervention works of the type of light bituminous overlays, to improve the running surface. Mainly, defects of the asphalt overlay (D.I.S.R.) are observed, namely potholes, bumps, edge breaks, in a proportion of approximately 65%. These defects are considered minor or moderate defects. Road structure defects (D.S.T.R) and road complex defects (D.C.R.) are also identified, namely potholes (generally on pipe routes and in the area of manholes), cracks and fissures, potholes and degradation from freeze-thaw, over a more restricted surface. Currently, on the streets of the present project, there is no system for collecting rainwater. The category of importance has been set according to the "Regulation on the establishment of the category of importance of constructions" from H.G. no. 766 of 21 November 1997 - normal category of importance (C). At the initiation of this award procedure, the Contracting Authority specifies that the Building Permit for the investment objective "Modernization of streets, arrangement of sidewalks and implementation of rainwater collection system" is in the process of being obtained. The number of days until which clarifications can be requested before the deadline for submission of tenders is 20 days. The contracting authority will respond clearly and completely to all clarification requests on the 11th day before the deadline for submission of tenders. Note: The Contracting Authority will not respond to clarification requests submitted by economic operators after the expiry of the deadline mentioned above. Any request for clarification must be submitted in SEAP (https://e-licitatie.ro/pub).
