Germany – Environmental issues consultancy services – Klimarisikoanalyse Sachsen-Anhalt inklusive Wasserhaushaltsanalyse und Ableitung von Handlungsempfehlungen zur Klimaanpassung

The State Office for Environmental Protection of Saxony-Anhalt intends to award a multi-year research and consulting project to provide expert support for the further development of the state's climate adaptation strategy of Saxony-Anhalt. The basis for this is the requirements of the Federal Climate Change Adaptation Act (KAnG) and the need for current state-specific findings on the consequences of climate change and the necessary adaptation measures. The contract is divided into two technically interlinked lots. The work will be carried out in stages from 2027 to 2029. The results of the first lot will form an essential data basis for the processing of the second lot. The contractors of both lots must ensure technical coordination and the necessary data exchange. The services include scientific analyses, modelling, data evaluations, the creation of reports, maps, presentations and geodatasets, as well as the expert support of a project-accompanying working group with representatives from administration, science and other specialist institutions. All services must be provided in German. The results must be documented in a traceable manner and, including the underlying data, models, evaluations and geodata, handed over to the client in further processable formats. The client must be granted comprehensive usage rights to the results generated in the project. The project duration is scheduled to begin on 01.01.2027 and end on 30.09.2029. A cost-neutral extension of up to three months is reserved. The maximum financial framework for the entire project amounts to 450,000 EUR gross. The funds are distributed over the fiscal years 2027 (200,000 EUR), 2028 (200,000 EUR) and 2029 (50,000 EUR). The provision of services and invoicing must be aligned with this distribution of funds. In addition to the basic services, several optional services are planned, the award of which the client reserves the right to decide. Further details can be found in the respective lot descriptions. For each lot offered, a tender concept must be submitted with the tender. The tender concept should clearly illustrate the planned approach to processing the advertised services and, in particular, provide information on the understanding of the task, the methodology, the organisation of service provision, time and resource planning, and possible optimisation potentials.
