The municipal association of Bad Breisig plans to expand the existing fire station in the municipality of Brohl by adding an extension and renovating the existing building according to the requirements determined by the current DIN 14092. The existing building, vehicle bay 1 with three parking spaces, will be retained, renovated, and integrated into the expanded facility. The site is located in the centre of the municipality of Brohl between Quellenstraße and Koblenzer Straße; the existing fire station is located at Quellenstraße 19, 56656 Brohl-Lützing. The contracting authority has acquired an additional plot of land for the project, which must be included in the planning. Access is planned via two possible entrances - from Quellenstraße and from Koblenzer Straße. The site has a height difference between the two streets, which must be taken into account in the building concept. The extension is to be planned as an extension of the existing facility with a vehicle bay, social areas, training areas, functional areas, and the necessary outdoor facilities. The existing building is to be renovated so that the entire facility meets the requirements of DIN 14092. The basis is the preliminary design, which is attached to the tender documents. The contractor is responsible for the complete, independent planning of phases 1-9. The assumptions, quantities, and solutions contained in the preliminary design serve to describe the desired result and as a guide. The extension is to comprise a total gross floor area (NGF) of 670.18 m² and a gross floor area (BGF) of 800.38 m². A vehicle bay 2 with approximately 202.20 m², two parking spaces, and areas for trailers, as well as a workshop and storage area, are planned in the basement of the extension. On the ground floor, changing rooms with alarm double lockers are planned, with 45 double lockers for men and 15 double lockers for women, each including the youth fire brigade, supplemented by washing, showering and WC areas for women and men as well as a reserve parking space. On the first floor, a training room for the fire brigade for 50 to 60 people including equipment and connections for IT, television etc., a kitchen, an office and a break foyer are to be created; the technical areas are arranged in the attic. The training room for the youth and children's fire brigade for 24 people will be retained in the existing building. The existing vehicle bay 1 with approximately 193.88 m² and three parking spaces as well as the area of the youth fire brigade in the existing building will be renovated and integrated as required to meet DIN 14092. The planning has developed further since the first preliminary design; the requirements of this specification are decisive. The following additional requirements for the room programme must be taken into account: - Office with two fully equipped IT workstations and office equipment. - Hose workshop for the entire municipal association. - Workshop for the equipment managers; a combination with the hose workshop of the municipal association is possible. - Kitchen of the size of the existing equipment, suitable for supplying emergency services and the population in major disaster situations; the arrangement in the existing building or in the new building is possible. A large catering sink, a catering dishwasher, two convection ovens, a gas stove (alternative electric stove), a refrigerator, a freezer or a freezer chest and sufficient work and storage surfaces are to be provided. The hot water supply is to be ensured via electric instantaneous water heaters or via a new heating system with hot water storage; the power consumption is to be taken into account. - Washing and showering facilities for women and men. - Storage areas for roll containers and Euro pallets. - Parking spaces in the building or on the site for all trailers of the fire brigade. The fire brigade Brohl has five trailers (RTB trailer, MZB trailer, power generator, two tarpaulin trailers); the RTB trailer and the MZB trailer are to be accommodated in the equipment house. The preliminary design provides for two large trailer parking spaces and the reserve parking space. The voluntary fire brigade Brohl currently comprises 45 active emergency personnel. The dimensioning of the changing rooms, sanitary facilities, training rooms and parking spaces for emergency personnel is to be carried out on the basis of these personnel figures. With regard to the space and area requirements, the current DIN 14092 (fire stations) must be observed; additionally, DIN 14090 applies to the areas for the fire brigade on the site. This applies equally to the extension and the existing building to be renovated. The planning has developed further since the feasibility study; the specification is to be observed. The building is located in a floodplain. The requirements of flood protection must be taken into account in the planning.
