The District of Lower Bavaria intends to construct a resocialisation house with an attached forensic outpatient clinic at the site of the District Hospital Straubing. The project is part of the restructuring of the District Hospital and aims to improve resocialisation and reintegration services for forensic patients outside the existing secure area. A two-story new building with a usable area of approximately 2,100 m² is planned. The building will include inpatient areas for forensic patients, an outpatient follow-up facility, therapy, administration and functional areas, as well as an underground car park. The measure also includes demolition work, the reorganisation of parking facilities, development measures, and the design of open spaces with therapeutic stay and activity areas. The client's goal is to submit the application documents for the funding of the measure by September 2027 to the Office for the Execution of Measures or to the Government of Lower Bavaria. The total project costs are currently estimated at around 25 million € gross. Note on prior involvement: The client points out that a planning office has already been commissioned to provide services in phases 1 and 2 according to the HOAI. To compensate for possible information advantages, the documents and findings developed as part of this prior involvement will be made available to the participants of the tendering procedure. In addition, all bidders invited to submit an offer will be given the opportunity to inspect the site. The client thereby ensures that any participation of the previously involved company does not lead to a distortion of competition (§ 7 Abs. 1 and 2 VgV). Note on the provision of tender documents: As part of the competition, only selected project documents will initially be made available. The background is that the complete documents contain sensitive, in particular security-relevant information, the confidentiality of which must be maintained. The further project documents will be made available to the selected and invited bidders in the further course of the procedure.
