Within the framework of RATP's needs, a multi-attribute, cross-sector framework agreement is being established for the design and operation of site facilities, in order to respond in a homogeneous and reactive manner to the needs of all projects in Île-de-France. This contract covers a comprehensive turnkey service: studies, preparatory works, connections, supply, assembly, rental, maintenance, cleaning, security, dismantling and restoration of sites, on RATP premises or authorized third-party sites. The multi-attribute nature of the framework agreement allows for adaptation to the operational constraints of multi-projects, including OMF19 L13, Invalides, AMT Massy, Noisy le Grand, Val de Fontenay, St Lazarre, Nation phase 2, while integrating the environmental requirements of the RE2020. The present consultation concerns the design of site facilities, including the completion of the necessary studies and preparatory work for their installation, particularly the connections to water, electricity and sanitation networks. It includes the supply, assembly, rental, maintenance and cleaning of the site facilities, as well as their dismantling and the restoration of the site upon completion of the work. The contract also includes security services. The Contractor undertakes to install a site facility, regardless of the location in the Île-de-France region, for the site staff of the various technical lots concerned by the project as well as their dedicated Project Management. This rental service may be located on RATP-owned premises but also on other locations authorised by the road services or by the municipalities. The Contractor's attention is drawn to the fact that all the elements forming the site facility must be designed and implemented in accordance with the RE2020 environmental regulation, which aims at both energy performance and the reduction of the carbon footprint of buildings. It is brought to the attention of tenderers that the analysis of offers also integrates a scenario based on the total cost of ownership (TCO). The description of the works and their technical specifications are detailed below in the technical specifications (CCTP) and in the other documents of the contract. Type of contract: Multi-attribute framework agreement with a minimum and a maximum. The minimum amount that can be consumed, all Contractors combined, is 12 million euros excl. VAT. The maximum amount that can be consumed, all Contractors combined, is 24 million euros excl. VAT. The distribution of the minimum and maximum amounts between the Contractors will be made according to the final ranking of the technical and financial offers based on the analysis scenario and subject to the supplier presenting the minimum annual turnover required mentioned below. 1st scenario: 3 contractors In the event that three (3) offers are retained following the analysis of applications and offers, the distribution of shares will be made according to the technical and financial ranking established during the examination of offers, in accordance with the following ranking: Ranking: 1st: Minimum amount 6 M€; Maximum amount 12 M€; Minimum required annual turnover 3 M€; Share 50% 2nd: Minimum amount 4 M€; Maximum amount 8 M€; Minimum required annual turnover 1.5 M€; Share 30% 3rd: Minimum amount 2 M€; Maximum amount 4 M€; Minimum required annual turnover 0.5 M€; Share 20% In the event that the offer of the tenderer ranked in third position shows a price difference of more than 10% compared to the offer of the tenderer ranked in second position, RATP reserves the right to award the framework agreement to only two contractors according to the above arrangement 2nd scenario: 2 contractors If the number of offers received is insufficient to award to three (3) contractors, we reserve the right to award the consultation to two (2) contractors. The distribution of shares will be made according to the technical and financial ranking established during the examination of offers, in accordance with the following ranking: Ranking: 1st: Minimum amount 8 M€; Maximum amount 15 M€; Minimum required annual turnover 3 M€ 2nd: Minimum amount 4 M€; Maximum amount 9 M€; Minimum required annual turnover 1.5 M€ When the offer of the tenderer ranked in second position shows a price difference of more than 10% compared to the offer of the tenderer ranked in first position, RATP reserves the right to award the framework agreement to only one contractor according to the above arrangement. 3rd scenario: 1 contractor In the event that only one offer is receivable and retained following the competitive tendering procedure, all services will be awarded to the company ranked first, subject to its offer being deemed compliant, appropriate and economically acceptable in light of the requirements of the consultation file.
