Germany – Technical inspection and testing services – Überprüfung ortsveränderlicher elektrischer Betriebsmittel an Potsdamer Schulen und Einrichtungen
Description
1. General The state capital of Potsdam intends to conclude a contract for the inspection of portable electrical equipment according to DGUV V4 for 27 educational institutions of the municipal school authority. If the offered service does not meet the specified technical requirements of the tender, the bidder must demonstrate to the contracting authority (AG) with appropriate means that the solution proposed by the bidder meets these technical requirements to the same extent. 2. Quantity specifications Inspection of portable electrical equipment at 27 educational institutions. The quantity of portable equipment to be inspected is estimated at approximately 35,000 units per year. The aforementioned quantities of portable equipment to be inspected are estimates by the contracting authority. These are based on the experience of previous years and also serve as a guideline for the contractor (AN). Based on the experience of previous years, it is estimated that approximately 10-20 percent of the equipment to be inspected will require minor repairs. This estimated quantity also includes multiple repairs. 3. Offer price and remuneration The offered unit price is a fixed price that applies for the entire duration of the contract. The unit price per unit includes all the (partial) services described below. These include in particular: - Testing according to DIN EN 50699 (VDE 0702) - if necessary, minor repair including the required material - necessary testing after minor repair according to DIN EN 50678 (VDE 0701) The remuneration is based on the number of units actually inspected and tested once a year. 4. Scope of services a) Scope of testing Testing of all portable electrical equipment available at the time of testing, including connecting cables and connections of all protection classes in 27 schools/institutions (see Annex 1 to the tender specification - Overview of Schools). The testing must be carried out according to DIN EN 50699 (VDE 0702) (or equivalent) in the respectively valid version. The scope of the test includes in particular: Visual inspection with the following contents: - Damage to housings - Faults in connecting cables - Defects in strain relief or strain relief of connecting cables - Signs of overload, improper use or unauthorized interference and modifications - Proper condition of covers - Safety-relevant contamination and corrosion - Presence and condition of required air filters and cooling openings - Unimpaired legibility of safety-related markings Measurement process with the following contents: - Testing of resistance or continuity of protective conductors - Proof of insulation resistance (according to the protection class with closed switches) - Measurement of the leakage current - Measurement of the protective conductor or differential current and the touch current - Checking the limit values for protective extra-low voltage Performance and documentation of a functional test: - Affixing an "E-Check" test label with the next test date (date of the repeat test). Test intervals according to risk assessment in accordance with GUV-I 8524 - Preparation of a test report and logging of the individual measurement results - Logging and segregation of electrical equipment with technical defects Labels must be provided by the AN and permanently affixed to the equipment. The costs for the labels must be included in the offer price. For equipment where the test label cannot be sensibly affixed, the AN must choose a suitable marking (e.g. cable marker, cable tie with label field, etc.). Minor repairs As part of the test, the contractor must carry out the following minor repairs: - Pressing or renewing cable end sleeves, - Replacing or repairing strain reliefs, - Work on connecting cables and protective conductors, - Changing Schuko plugs and/or couplings. The material required for this must be provided by the contractor and included in the offer price. Schuko plugs and couplings must comply with the relevant product standards of the DIN-VDE-0620 series (or equivalent) in the respectively valid version. Other repairs not listed above and disposal are not part of the contract. Testing after minor repairs After a minor repair, a test according to DIN EN 50678 (VDE 0701) (or equivalent) must be carried out before re-commissioning, provided that the minor repair affects electrical protective measures or can influence their effectiveness. This applies in particular to work on connecting cables, plugs, couplings, protective conductors, cable end sleeves and strain reliefs. For each test after minor repair, at least the device/inventory number, type and date of minor repair, scope of test, relevant measured values, test result, test equipment and testing person must be documented. The repaired equipment may only be put back into operation after passing the test. Devices that have not passed the test must be marked with a large red label (blocking label) on the connecting plug to indicate that this device is no longer operationally safe. The red labels must be provided by the AN and included in the offer price accordingly. The defective devices must be handed over to the caretaker. Further description of the scope of services (test protocol, implementation period and test interval as well as test personnel to be used) under "Description of the procurement".
