Poland – Engineering design services – 90.2026 Wykonanie wielobranżowej dokumentacji projektowej dla zadania pn. „Termomodernizacja budynków zabytkowych UMW” w ramach działania FENX.01.01 Efektywność energetyczna oraz sprawowanie nadzoru autorskiego - Budynek przy ul. Chałubińskiego 3 we Wrocławiu

1. Description of the subject of the contract: 1) Execution of multi-sectoral design documentation along with obtaining a legally binding building permit, divided into stages and qualified and non-qualified costs, titled: „Thermal Modernisation of UMW Historic Buildings” within the framework of the action FENX.01.01 Energy Efficiency (Tender No. FENX.01.01-IW.01-004/24) - building at ul. Chałubińskiego 3 in Wrocław. 2) Provision of author's supervision over the execution of works carried out on the basis of the designs prepared by the Contractor - from the moment of initiating the public procurement procedure for the selection of the contractor for the construction works, until the completion of the investment. The contracting authority plans for 100 stays. 2. The subject of the contract has been described in detail in Annex No. 2 to the SWZ entitled „Description of the subject of the contract” and in the contract template, which is Annex No. 3 to the SWZ. 3. The contracting authority does not foresee the possibility of awarding contracts, as referred to in Article 214(1)(7) of the Pzp. 4. The contracting authority intends to finance the subject of the contract from the funds of the FEnIKS 2021 - 2027 Programme in Priority FENX.01 Support for the energy and environment sectors from the Cohesion Fund; action FENX.01.01 Energy Efficiency. 5. The contractor is obliged to implement the subject of the contract in accordance with the DNSH principle („Do No Significant Harm”, i.e. „do no significant harm”), specified in the Regulation of the European Parliament and of the Council (EU) 2020/852 of 18 June 2020 on establishing a framework to facilitate sustainable investment (the so-called EU taxonomy), where the planned implementation of the subject of the contract will not have a significant negative impact on any of the six environmental objectives referred to in Article 17 of the said regulation, i.e.: mitigation of climate change, adaptation to climate change, sustainable use and protection of water and marine resources, transition to a circular economy, prevention of pollution and its control, as well as protection and restoration of biodiversity and ecosystems. 6. The contracting authority requires that the offered service, including all ICT products, ICT services and ICT processes used to implement the subject of the contract, both as main elements and as components, elements of the service environment or accompanying solutions, does not include: - ICT products, ICT services or ICT processes indicated in the recommendation, referred to in Article 33(4) of the Act of 5 July 2018 on the national cybersecurity system (consolidated text – Dz. U. from 2026, item 20, as amended), hereinafter referred to as the „Act on the national cybersecurity system”), stating their negative impact on the fundamental interest of state security; - an ICT product, the type of which has been determined in the decision on recognising the supplier as a high-risk supplier, referred to in Article 67b(15) of the Act on the national cybersecurity system, or ICT services or ICT processes specified in that decision. Failure to meet the requirement referred to in this point will result in the rejection of the offer on the basis of Article 226(1)(17) or (19) of the Pzp.
