Finland – Construction work – Vt 4 Lahdenväylä välillä Kehä I - Kehä III ja Ilmasillan eritasoliittymä, allianssi; Alustava tarjouspyyntö

With this procurement notice, Väylävirasto and Helsingin kaupunki launch the procurement procedure for the construction of the "Vt 4 Lahdenväylä between Kehä I - Kehä III and Ilmasillan eritasoliittymä" contract. Väylävirasto and Helsingin kaupunki seek candidates and candidate groups to act as the implementer of the Vt 4 Lahdenväylä between Kehä I - Kehä III and Ilmasillan eritasoliittymä project. The project will be implemented using the alliance model, where the selected partner will carry out the construction of the project in cooperation with the Clients. The design partner will be procured separately at the beginning of the project's development phase for the best of the project. The procurement and integration of the design partner into the project will be carried out for the best of the alliance from a wide pool of bidders. The development phase of the project is estimated to start in January 2027 and the implementation phase during the year 2027. In the project, Väylävirasto and Helsingin kaupunki act as the Clients and parties to the alliance agreement. In the project, Uudenmaan elinvoimakeskus, HSY, and the owners of the main lines and equipment located in the project area may also act as Clients. The total estimated cost of the project is approximately 100 M€ (MAKU 145, 2020 = 100). The cost shares of Väylävirasto and Helsingin kaupunki will be specified during the development phase. The project consists of the road plan "Improvement of Valtatie 4 between Kehä I - Kehä III and Ilmasillan eritasoliittymä, Helsinki". The road plan has been approved and entered into force on 4.6.2026. Helsingin kaupunki has drawn up a building plan for Ilmasillan and Ilmasillantiestä. The project includes, among other things: - the construction of additional lanes for Vt 4 and Kehä I - the improvement of existing interchanges (Kivikon ETL and Tattariharjun ETL) - the construction of a new Ilmasillan interchange - the widening and repair of old bridges - the construction of new bridges - approximately 24 000 m2 of pile mats - approximately 320 km of pile stabilisation - 1.8 km of noise barriers - approximately 44 000 m2 of groundwater protection - retaining walls - renewal of lighting and equipment and cable transfers - geotechnical investigations, overpasses.
