**Tender procedure for the conveyor belt of the pipe conveyor**

**Procedure**

**First phase of the procurement procedure**

The Contracting Authority shall publish a call for competition, based on which tenderers shall submit requests to participate. The Contracting Authority shall evaluate the timely submitted requests to participate and shall invite capable tenderers to submit an initial tender. Only those tenderers who are invited by the Contracting Authority to submit an initial tender may participate in the second phase of the procedure. Based on the Contracting Authority's invitation, tenderers shall submit an initial tender. The Contracting Authority may negotiate the initial tenders with the tenderers in order to improve their content. It is not permitted to negotiate the minimum requirements and criteria for the selection of the tender from the DON. Minimum requirements:

- width of the conveyor belt 1 900 mm

- the offered conveyor belt does not require any changes to the design of the existing conveyor

- there are no design limitations of the existing conveyor regarding the application of the offered conveyor belt in terms of achieving full functionality and capacity

The Contracting Authority may decide on the selection without conducting negotiations based on the submitted initial tenders if, upon review and evaluation of the submitted initial tenders, it establishes that one acceptable, correct and suitable tender has been submitted.

**Technical specification**

In this first phase of the procurement procedure, the Contracting Authority shall publish a specification that contains a description of the subject of procurement and the minimum requirements that, with regard to the subject of procurement, all tenders must meet. The Contracting Authority shall not negotiate these minimum requirements. The technical specifications with a description of the subject of procurement and the minimum requirements are an integral part of the DON and are made available in the EOJN as a separate document. In the second phase of the procurement procedure, the Contracting Authority shall provide the selected tenderers with the Technical Specification, which shall include a description of the subject of procurement and the minimum requirements submitted in the first phase of the procedure. The Contracting Authority may conduct negotiations on parts of the technical specification that do not relate to the minimum requirements in order to improve the content of the tender and/or to improve the content of the technical specifications.

The Technical Specification consists of:

- description of the pipe conveyor and the conveyor belt replacements carried out so far, with a focus on technical problems

- technical data of the currently installed conveyor belt

- specification of drums and rollers

- description of cost items

- technical requirements for the production and delivery of the conveyor belt
