Poland – Electricity – Kompleksowa dostawa energii elektrycznej, obejmująca sprzedaż energii elektrycznej oraz świadczenie usługi dystrybucji dla Powiatu Słupeckiego w okresie od 01.01.2027 r. do 31.12.2029 r.

The subject of the contract is the provision of a service consisting of a comprehensive supply of electricity, including the sale of electricity and the provision of distribution services, from 01.01.2027 to 31.12.2029, for the following organisational units of Słupecki County: 1) Słupecki County Office, 2) Gen. Władysław Sikorski Vocational School Complex in Słupca, 3) Zagórowie General and Vocational School Complex, 4) Słupecki Economic School Complex, 5) Słupecki Special Educational and Care Centre, 6) Słupecki County Roads Authority, 7) Crisis Intervention Support Centre for Children and Youth in Lądek, 8) Słupecki County Inter-School Sports Centre, 9) Słupecki General Secondary School, 10) Social Assistance Centre in Zagórowie, 11) Social Assistance Centre in Strzałkowie, 12) Social Assistance Centre in Skubarczewo, 13) Vocational and Continuing Education Centre in Strzałkowie. Their addresses and other relevant data are specified in Annex 2 to the SWZ. 2. The value of the electricity demand indicated in the SWZ documents is an estimated value, which does not reflect the actual or declared use of electricity during the contract period and in no case can be the basis for any claims from the Contractor. Actual settlements will be made based on the current readings of the metering and billing systems for the supply of electricity according to the Contractor's offer, and for the distribution of electricity, they will be made based on fees resulting from the Tariff for electricity distribution services. 3. The supply of electricity and the provision of distribution services will be carried out under the conditions specified in the Act – Energy Law of 10 April 1997 (i.e. Journal of Laws 2026 item 43 as amended), executive regulations, and in particular the Regulation of the Minister of Climate and Environment of 22 March 2023 on the specific conditions for the functioning of the power system (Journal of Laws of 2025, item 915) and other generally applicable legal provisions. 4. The Contractor is obliged to have, on the day of commencement of the comprehensive service under the contract with the Distribution System Operator, to whose network the Contracting Authority's facilities are connected, a contract enabling the provision of the comprehensive service for the facilities covered by this contract. 5. The planned average annual electricity consumption: 870,454 MWh (+/-) 30%. 6. A detailed description of the subject of the contract is given in Annex 2 to the SWZ. 7. The conditions for the implementation of the Subject of the Contract are also set out in the Essential Contract Terms, which are Annex 3 to the SWZ. 8. The procedure for awarding the public contract is conducted in the form of an unrestricted tender, in which all interested Contractors may submit offers in response to the contract notice, and then the Contracting Authority selects the most advantageous offer in accordance with the provisions of the Pzp Act. 9. The Contracting Authority will apply the provisions of Article 139 of the Pzp Act in this procedure. In connection with the above, the Contracting Authority will first carry out an examination and evaluation of the offers, and then carry out a subjective qualification of the Contractor, whose offer was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions of participation in the procedure. In such a case, the Contractor is not obliged to submit a declaration (JEDZ) with the offer, which will be submitted upon request by the Contracting Authority, exclusively by that Contractor, whose offer was most highly evaluated. 10. The subject of the contract has not been divided into parts. The Contractor may submit a single offer for the contract which is the subject of this procedure.
