Nordværk I/S is a waste cooperative owned by seven municipalities in North Jutland: Hjørring, Brønderslev, Jammerbugt, Mariagerfjord, Rebild, Læsø and Aalborg. Nordværk I/S is responsible for, among other things, waste collection from 450,000 citizens and the operation of recycling centres in Hjørring Municipality, Aalborg Municipality, Brønderslev Municipality, Rebild Municipality and Jammerbugt Municipality. Nordværk I/S also manages a range of other activities such as the operation of landfills and environmental facilities, hazardous waste, and the handling of clinical risk waste and pathological waste. Nordværk I/S also owns Nordværk Affaldsenergi. Nordværk Affaldsenergi operates energy facilities in Hjørring and Aalborg. Nordværk Affaldsenergi has an ongoing need to purchase coarse biomass, which Nordværk Affaldsenergi uses as fuel for its energy facilities in Aalborg and Hjørring. Nordværk has, during the first half of 2026, conducted an EU tender regarding the purchase of coarse biomass. This EU tender was divided into three sub-contracts of 5,000 tons of coarse biomass each. Nordværk Affaldsenergi has subsequently assessed that there is a need to enter into another agreement regarding the delivery of an additional 5,000 tons of coarse biomass per year. Nordværk Affaldsenergi therefore tenders a contract regarding the purchase of 5,000 tons of coarse biomass per year (hereinafter referred to as "the Contract"). The Contract relates exclusively to coarse biomass, which must be delivered to Nordværk Affaldsenergi's energy facility in Hjørring (Miljøvej 7, 9800 Hjørring). The coarse biomass should – as a starting point – be delivered directly into the waste silo. The Contract comes into force upon its signature. The Contract will, however, come into force no earlier than 1 January 2027. The Contract is divided into two sub-contracts: •Sub-contract 1 – Delivery of 1,500 tons of coarse biomass per year •Sub-contract 2 – Delivery of 3,500 tons of coarse biomass per year The winning tenderer(s) must then deliver coarse biomass in accordance with the delivery plan described in Appendix C – Nordværk Affaldsenergi's expected need for delivery of coarse biomass, i.e. from January 2027 onwards. The Contract will subsequently – as a starting point – expire on 31 July 2030. The Contract may, however, be extended by two periods of two years each. Delivery plans, delivery times, etc. must be agreed continuously between Nordværk Affaldsenergi and the winning tenderer. The tender is conducted as a public tender in accordance with the European Parliament and Council Directive of 26 February 2014 on the procedures for the award of contracts in the water, energy, transport and postal services sectors and repealing Directive 2004/17/EC (hereinafter referred to as "the Utilities Directive"). Tenderers have the opportunity to submit bids on one or both sub-contracts. Nordværk Affaldsenergi carries out separate evaluations of the tenderers' bids on the individual sub-contracts. Tenderers may therefore be awarded none, one or both of the sub-contracts. Nordværk Affaldsenergi has decided that the Contract should not be divided into further sub-contracts than described above. This is justified by the fact that Nordværk Affaldsenergi assesses that further division into sub-contracts would result in the individual sub-contracts having such a low value that this is not considered attractive to the market. Furthermore, Nordværk Affaldsenergi has assessed that, for coordination and contract management reasons, it would not be appropriate if the Contract were to be divided into further sub-contracts. It is noted, however, that Nordværk Affaldsenergi has already conducted an EU tender regarding the delivery of 15,000 tons of coarse biomass per year. This EU tender was divided into three sub-contracts.
