The competition is announced as a single-stage non-open design competition. The competition entries remain anonymous until the conclusion of the procedure, after the decision of the jury. The language of the application and competition is German. The competition is followed by a negotiation procedure without a participation competition in accordance with Section 17 VgV, paragraph 5, in conjunction with Section 70, paragraph 2 and Section 80 VgV with the prize winners. If the jury unanimously decides, the contract negotiation will first be conducted only with the first prize winner. If the exclusive negotiation with the first prize winner fails, negotiations may also be conducted with the other prize winners.
