NEW mobil und aktiv Mönchengladbach GmbH and NEW mobil und aktiv Viersen GmbH, as public enterprises, are responsible for transport and swimming pool operations in the cities of Mönchengladbach and Viersen. Furthermore, the companies hold line concessions in the Rhein-Kreis Neuss, Kreis Viersen, and Kreis Heinsberg. For the purposes of this notice, NEW mobil und aktiv Mönchengladbach GmbH will be named for both companies. The two transport companies of the NEW group, NEW mobil und aktiv Mönchengladbach GmbH and NEW mobil und aktiv Viersen GmbH, intend to introduce an ID-based ticketing system (IDBT) to digitalise and modernise sales in public local transport. The aim is to implement a cashless and paperless ticketing system based on EMV-compatible bank cards (Open Loop) as well as supplementary Closed Loop EMV prepaid cards for user groups without a bank account. The project involves the creation of an overall system. The scope of supply and services is as follows: 1. contactless sales devices (validators), 2. software and interfaces (purchase licences by one-off payment) and 3. supplementary services such as installation and commissioning in the vehicle, project management, documentation and training. After the overall system acceptance, the IDBT overall system is to be operated with the following services: 1. operation of hardware, software and interfaces, 2. operation of a cloud, 3. handling of transit payment service and 4. provision of supplementary services such as system service, software maintenance and conclusion of mobile phone contracts. The aim is a customer-friendly, fast and cashless sale in the vehicle, in which after tapping with an Open Loop EMV or Closed Loop EMV card at the validator, the encrypted token identity serves as a digital ticket. Initially, predefined fare products (KFT) will be offered at the validator, and check-in-check-out (MTT) will also be used in the future. For the project "Introduction of an ID-based ticketing system (IDBT) for the digitalisation and modernisation of sales in public local transport" published here, funding is being sought through the Verkehrsverbund Rhein-Ruhr (VRR) to finance the introduction and operation. NEW mobil und aktiv Mönchengladbach GmbH and NEW mobil und aktiv Viersen GmbH will each implement the project "Introduction of an ID-based ticketing system" as an independent funding measure in accordance with the planning notifications of the VRR (OM 2025 02116 and 2025 04166, respectively). The project can only be implemented if funding is granted in the scope discussed to date with the grantor. Currently, there is no reason to fear that the anticipated grant notifications will not be issued. Nevertheless, it must be clearly stated that at the time of the start of this tendering procedure, no grant notification is available. Therefore, it must be expressly pointed out that if, for whatever reason, it has not yet come to this by immediately before the award of this tendering procedure, the NEW mobil und aktiv Mönchengladbach GmbH or the NEW mobil und aktiv Viersen GmbH have not received grant notifications from the aforementioned funding programme in the scope discussed to date with the grantor, the contract cannot be awarded. Either the binding period must then be extended in agreement with the bidders or the tendering procedure must be terminated by revocation, especially in the event that there is ultimately no prospect of receiving funding. In this case, the tendering procedure cannot be concluded by award.
