This consultation aims to select an operator for the award of a service concession contract in the form of a public service delegation pursuant to Article L. 1411-1 and following of the CGCT, the purpose of which is: - The operation, maintenance and major overhaul-renewal of the UVE and the adjacent Waste Maturation Platform (PMM), for the treatment and valorisation of waste collected within the perimeter of the Syndicate or subject to cooperation agreements concluded by the Syndicate; - The financing, design and implementation of mandatory works, the description of which is set out in the Work Programme in Annex 9 to the Contract Project. This procedure aims to contract a public service concession for the operation of a unit for the treatment of household and similar waste by incineration with energy valorisation. The concessionaire will, in particular, be responsible for: The design, implementation and financing of mandatory works, the description of which is set out in the Work Programme in Annex 9 to the Contract Project; In terms of design: the Concessionaire is responsible for carrying out the studies, preparing all the files, and obtaining all the administrative authorisations necessary for the implementation of the works and the operation of the Facilities; In terms of construction: the Concessionaire is responsible for carrying out the works in accordance with the above-mentioned Work Programme and its offer set out in Annex 11 and Annex 12 to the Contract Project; In terms of financing: the pre-financing of the studies and mandatory works; the pre-financing of interim interest during the construction phase; the costs of carrying the VAT; the financing of mandatory works; In terms of the management and operation of the Facilities: The reception and treatment of all waste collected within the perimeter of the Syndicate and defined in Article 28 of the Contract Project: The operation of the PMM and the packaging transfer quay; The energy valorisation of waste and the marketing of the electricity and heat produced; The marketing of ferrous and non-ferrous metals; The marketing of available capacities of the UVE and the PMM after priority handling of the Syndicate's waste and cooperating communities; The management of by-products generated by the UVE, namely REFIOM and slag; The treatment and valorisation of slag (from the UVE and from third parties) received at the PMM; The subscription of contracts and agreements necessary for the performance of the service, including insurance contracts; The administrative and financial management of the activity; The maintenance and upkeep of the UVE, the transfer quay and the PMM, including Major Overhaul and Renewal. All the services expected from the future concessionaire are specified in the consultation documents.
