The subject of the contract is: 24/7 maintenance of cleanliness, auxiliary tasks for patients in hospital wards, and medical care services for sick and non-self-sufficient persons in SPZZOZ in Nowa Dęba. The detailed description and scope of the contract subject is contained in Annex No. 2 to SWZ – Description of the Contract Subject - Price List – Parts 1-2, and Annex No. 2A and 2B - Detailed Description of the Contract Subject – Parts 1-2. Part 1: 24/7 maintenance of cleanliness, auxiliary tasks for patients in hospital wards, and medical care services for sick and non-self-sufficient persons in SPZZOZ in Nowa Dęba. Part 2: Comprehensive cleaning services with chemical equipment for the Day Psychiatry Department in Tarnobrzeg, belonging to SPZZOZ in Nowa Dęba. The works should ensure the maintenance of the appropriate level of sanitary hygiene and the aesthetic appearance of the cleaned surfaces and rooms in accordance with the latest sanitary-epidemiological requirements applicable in healthcare facilities, including during a possible epidemic/pandemic. The service of maintaining cleanliness and disinfection concerns the mentioned organizational units of the hospital with a total area: For Part 1: 8,821.75 m2. The service will be performed in the following facilities: • complex of buildings at ul. Marii Skłodowskiej-Curie 1A in Nowa Dęba • complex of buildings at ul. Kościuszki 1C in Nowa Dęba • complex of buildings at ul. Rzeszowskiej 8 in Nowa Dęba For Part 2: 141.93 m2. The service will be performed in the following facility: • building of the Day Psychiatry Department belonging to SPZZOZ in Nowa Dęba, at ul. Sikorskiego 2C, 39-400 Tarnobrzeg. Before submitting an offer, the Contractor is obliged to carry out a local inspection at the place of contract performance in order to familiarize themselves with the location of the contract performance and for the correct estimation of costs, according to the rules specified in Section XXV, point 10 of the SWZ. Attention! Non-participation in the local inspection will result in the rejection of the offer in accordance with the provisions of Article 226(1)(18) of the Pzp Act. The remaining conditions regarding the performance of the contract have been specified in the Model Contract – Annex No. 4 to the SWZ and the remaining annexes to the SWZ. Information on equivalent solutions: a) In the event that the Purchaser, in the SWZ and its annexes, refers to standards, European technical assessments, approvals, technical specifications or technical reference systems – in accordance with Article 101(4) of the Pzp Act, equivalent solutions are allowed. The Contractor is obliged to demonstrate the equivalence of the solutions used. The description of the proposed equivalent solutions should be attached to the offer and must be detailed enough for the Purchaser to assess the fulfillment of the requirements regarding quality, effectiveness, safety, and organization of service provision. The application of equivalent solutions should not result in a deterioration of the level of services provided, especially in terms of the effectiveness of cleanliness maintenance, sanitary-epidemiological safety, and the quality of patient care. b) Trade name – if the documentation indicates trade names of products (e.g., cleaning agents, disinfectant preparations, equipment), they should be treated as exemplary and defining the minimum required quality standard. c) In the event that the Purchaser, in the description of the contract subject (annexes to the SWZ), defines the contract subject by indicating trademarks, patents, or the origin, source, or specific process that characterizes the products or services supplied by a specific Contractor, if it could lead to the privileging or elimination of certain Contractors or products - the Purchaser allows the submission of equivalent offers, provided that the offered solutions ensure at least an equivalent level of effectiveness (e.g., cleaning, disinfection), safety for patients and staff, compliance with sanitary and medical regulations. d) In situations where the Purchaser describes the contract subject by referring to standards, European technical assessments, approvals, technical specifications, and technical reference systems, as mentioned in Article 101(1)(2) and (3) of the Pzp Act, equivalent solutions described are allowed. e) The above definition of the contract subject is merely auxiliary in the preparation of the offer and aims to indicate the expected standards regarding the minimum technical parameters of the expected materials and equipment, especially in terms of: the effectiveness of cleaning and disinfection, hygiene standards, the manner of providing auxiliary and care services, the qualifications and preparation of the staff. f) An equivalent offer should be understood as an offer with technical, strength, quality, and performance parameters not worse than the description indicated by the Purchaser in the description of the contract subject. g) The parameters indicated by the Purchaser are minimum, boundary parameters. The term "parameters" refers to functionality, purpose, color scheme, structure, materials, shape, size, safety, durability, etc. h) In connection with the above, the Purchaser allows the use of other means, equipment, technology, or methods of service provision than those indicated in the SWZ, provided that the user and quality properties are not worse. i) Whenever a standard is indicated in this SWZ or in the annexes to the SWZ, it should be understood that the formulation "or equivalent" has been used in relation to it. j) In the event that the Contractor does not submit documents in the offer regarding the use of other materials and equipment, it is understood that the materials and equipment proposed in the description of the contract subject have been included in the price calculation of the offer and for the performance of the contract.
