Description

Tender for the procurement of services in the field of introducing a network-wide, IDBT-based Check-In/Check-Out system. The aim is to provide a barrier-free and intuitive access to public transport for all passenger groups - regardless of smartphone ownership, language skills or detailed fare knowledge. Passengers should be able to check in and out in the future with common means of payment (debit or credit card, RVV prepaid card as well as Apple Pay / Google Pay). In the background, an automatic best price calculation (e.g. daily capping) is performed, so that the passenger can no longer choose the "wrong" fare. The subject of the award are the above-mentioned services as well as supplementary services, in detail: - central tariff data storage via an already existing RVV-PKM tariff calculator, to which the CiCo background system must be connected - processing of check-in/check-out events and calculation of fares - mapping of payment processes in cooperation with a transit PSP and an acquirer - provision of data for revenue sharing and controlling - ticket checking of UIC barcodes - VDV-KA-compliant ticket checking incl. action list management and blocking list retrieval In the vehicles, mobile validators are used, which: - record the check-in/check-out processes and also enable a ticket sale with a limited ticket selection in the first phase, - process EMV contactless cards and mobile wallets, - can read and check UIC and VDV-KA media incl. action list management and blocking list retrieval - are connected via IBIS/ITCS or - if alternatively possible - via autonomous communication paths (e.g. GPS-based location) In addition, portable (transportable) validators are to be used for e.g. OnDemand services or replacement buses. For the integration of the SPNV and the railway stops, stationary validators are a central component. Basically, five implementation variants are considered: - In expansion variant 1, the stationary validator is attached to the stationary ticket machine via a brushed stainless steel angle column. The column must be provided by the bidder, must be designed to be vandal-proof and the attachment and commissioning of the validator is carried out by the bidder - In expansion variant 2, the validator is mounted on the existing vending machines of the AG, for which the bidder must provide a suitable fastening or adapter solution - In expansion variant 3, the stationary validator is to be designed as an autonomous unit with a solar panel and battery storage and to be fastened to the ground by means of a (painted) steel or stainless steel column. Alternatively, fastening to existing lighting poles or similar infrastructures is to be provided - In expansion variant 4, the stationary validator is to be implemented with power supply via the existing power grid of the DB infrastructure. The fastening is carried out via a ground-mounted (painted) steel or stainless steel column, while the electrical connection including 50-Hertz test is carried out by the AG - In expansion variant 5, the stationary validator is mounted on the wall of municipal buildings. The power supply is provided via a mains connection of the respective building, which is provided by the AG in coordination with the respective municipality. The contractor must provide a suitable, vandal-proof wall mounting and a compact installation box (transformer/power supply unit). A central goal of the project is the creation of an interoperable and future-proof system that can be gradually expanded. The CiCo system is to be explicitly understood as a "breathing system" that can accommodate new validators from various manufacturers, additional transport companies, additional stops and future fare or product developments without fundamental system changes being necessary. The following principles are particularly relevant for this: - Manufacturer independence of the terminals: The system architecture should provide for the integration of different validator manufacturers. - Use of a transit PSP with interoperability function to other transit PSPs: The payment and event data should be processed via a transit PSP in such a way that several gateways, acquirers or additional card products can be added in the future. - Standardised interfaces: Open, documented and standard-compliant interfaces (inter alia to ITCS/IBIS, tariff system, VDV-KA components) are mandatory. - Scalability and multi-client capability: The solution should be designed in such a way that further transport companies, new line bundles and additional fare areas can be integrated. - Future-proofing: The system should be able to accommodate technological developments (e.g. new card technologies, further digital media) as well as a change of the transit payment service provider. The validators of the company Krauth already used on the buses of Stadtwerke Mobilität and the RVV prepaid card based on the EMV standard are to be integrated into the system. The rollout is to take place in three phases. In the first phase, the SPNV stops and the buses in the district of Straubing-Bogen, district of Schwandorf and the city of Straubing are to be equipped with validators with a fixed product selection and put into operation. In the second phase, the remaining SPNV stops and buses in the district of Regensburg are to be equipped with validators, without these being put into operation. In phase 3, all validators in the entire network area are to be put into operation with check-in/check-out functionality or converted to this.
