Federal Agency for Digital Public-Safety Radio (BDBOS), Renovation of two technical buildings of the Federal Government (TgdB) in Thuringia. The contracting authority intends to renew the technical installations of two data centre-like technical buildings of the Federal Government with redundant technical installations while the buildings are in operation. This particularly concerns drinking water installations, ventilation and air conditioning systems, cooling systems, low-voltage systems, self-generation systems, medium-voltage systems, fire alarm systems, building automation and oxygen reduction systems. The planning and implementation services for the technical equipment are being tendered in the form of a negotiated procedure with a selection procedure for the performance phases 2 to 9 (performance levels 1 to 5). For participation in this tender, the submission of an application form (participation request) with the required information and evidence by the set deadline is required in the first stage (competition for participation). The most suitable candidates selected at the end of the evaluation of the first stage will be participants in the second stage of the procedure (bidding procedure). In the second stage, the first offer must then be submitted. Further negotiations will be conducted on the first offer. After the submission of the final non-negotiable offers, the bidders will be invited to present themselves in person to a jury. A written/digital presentation is not desired, not required and will not be evaluated. The cost estimate is approximately 110,000 Euros per building for the building construction and approximately 6,036,000 Euros for the technical installations. The services are to be realised at both locations with a slight time lag, in parallel with the same contractors. During the site supervision, the presence of the applicant must be ensured at all times when the construction services are being carried out by the contractors. The construction project has been classified as VS-NfD. The conditions for planning and execution are set out in the VS-NfD-Merkblatt_GHB-Anl4 of the tender documents. All correspondence in the contract phase must be conducted via an encryption program that has the approval of the Federal Office for Information Security (BSI). The contractor undertakes to purchase, maintain and use corresponding software for encryption. The appropriate licenses for the program GnuPG VS-Desktop, recommended by the TLBV, must be acquired by the planner for the contract phase and the later contractors. The costs for the program, its installation and additional effort in handling the project are to be included in the offer and will not be reimbursed separately. Due to the secrecy requirements, all persons involved in the project must be checked in accordance with the Security Screening Act (SÜG). No persons from countries listed in Sections 13 and 17 of the SÜG may be involved in the project.
