Poland – Sewage, refuse, cleaning and environmental services – Odbiór i zagospodarowanie odpadów komunalnych z terenu Gminy Skórzec w 2027 roku

The subject of the contract is a service involving the collection and management of municipal waste from the area of the Municipality of Skórzec and including: 1) collection of municipal waste from properties covered by the municipal municipal waste management system, 2) collection of municipal waste from the Selective Municipal Waste Collection Point located in Dąbrówka Ług, ul. Skórzecka 12, 3) transport of waste to a municipal facility for waste management, 4) management of collected municipal waste including: sorting, recovery, composting and disposal of municipal waste and other waste management methods in accordance with the waste hierarchy, as referred to in Article 17 of the Act of 14 December 2012 on Waste (Journal of Laws of 2026 item 1328), 5) management of collected municipal waste in a manner ensuring the achievement of levels specified in the Regulation of the Minister of Climate and Environment of 3 August 2021 (Journal of Laws of 2021 item 1530) on the method of calculating the levels of preparation for reuse and recycling of municipal waste, 6) management of collected biodegradable municipal waste in a manner ensuring the achievement of levels specified in the Regulation of the Minister of the Environment of 25 December 2017 on the levels of limiting the mass of biodegradable municipal waste transferred for disposal (Journal of Laws of 2017 item 2412), 7) equipping properties covered by the municipal municipal waste management system with bags for waste collection. 2. Waste management must ensure the achievement of specified levels of recycling, preparation for reuse and recycling of municipal waste and limiting the mass of biodegradable municipal waste transferred for disposal and disposal of waste, in accordance with the provisions of the Act of 13 September 1996 on Maintaining Cleanliness and Order in Municipalities (Journal of Laws of 2025 item 733 and of 2026 item 912) and the provisions of the Waste Management Plan for the Mazowieckie Voivodeship. 3. The detailed scope of the subject of the contract and the description of the requirements of the ordering party in the scope of the task implementation is specified in Annex No. 11 to SWZ – Description of the Subject of the Contract (OPZ) and the draft provisions of the contract contained in the contract template, which is Annex No. 5 to SWZ. 4. All the requirements specified in the above documents are minimum requirements and their fulfilment is mandatory. Failure to meet the above minimum requirements will result in the rejection of the offer as non-compliant with the contract conditions on the basis of Article 226(1)(5) of the Pzp. 5. In the event that the Description of the Subject of the Contract indicates names, trademarks, patents or origin, source or a specific process characterizing the product or service provided by a specific contractor, if this could lead to the privileging or elimination of some contractors or products - the ordering party allows the offering of equivalent materials or equipment, provided that they ensure the achievement of technical parameters no worse than those specified in the documentation. 6. Estimated amount of municipal waste to be collected from PSZOK (516.51 Mg). Estimated amount of municipal waste to be collected from properties inhabited in the Municipality of Skórzec (1,260.50 Mg) 7. The established quantities are of an estimated and purely informative nature. These quantities are not dependent on the Ordering Party. The above data on the number of properties and the amount of waste generated may change in accordance with the actual needs of the Ordering Party, taking into account the amounts of waste generated by households. The Contractor will not be entitled to any claims due to a decrease or increase in the amount of waste collected.
