A sectoral dialogue and market survey has shown that currently, there is no high-performance gigabit infrastructure with an offer of corresponding telecommunications services available throughout the contracting authority in accordance with the goals of the Gigabit Framework Regulation 2.0 and will not be available in the next few years. The contracting authority has therefore applied for funding for a comprehensive gigabit expansion in the viability gap model within the framework of the Directive "Support for the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Federal Gigabit Directive 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the 1st amendment of 30.04.2024 ("Gigabit-Richtlinie 2.0") and has received the notification of the final amount of the grant. The funds provided in this funding programme in the viability gap model (hereinafter: funds) are to be passed on by the contracting authorities to telecommunications companies in the sense of EU state aid law as investment cost subsidies for the construction and operation of gigabit networks. The same applies to the co-financing according to the Directive of the Free State of Bavaria by the State of Bavaria.
