Description
HUS is establishing a dynamic procurement system for devices and supplies used in vascular surgery. The dynamic procurement system covers devices, supplies, implants and related additional services used by the HUS Group and potential joint procurement partners in vascular surgery, endovascular procedures and the treatment of vascular diseases. The dynamic procurement system includes, for example, vascular prostheses, vascular patches, vascular catheters, stents, stent grafts, endoprostheses, products related to vascular occlusions, products for the removal of thrombi and the recanalisation of vessels, products for venous surgery and other special supplies used in vascular surgery. The system may also include additional services related to the products, such as training, commissioning support, commercial warehousing, maintenance and expert services. The products and services to be procured are defined in more detail in each internal tender within the dynamic procurement system. The procurement unit may tender for individual products, product packages, clinical applications or solutions suitable for specific procedures as needed. The products included in the dynamic procurement system may be new solutions coming to market, products replacing current products or innovative products enabling completely new treatment methods. The procurement unit is not committed to specific procurement quantities or to minimum or maximum quantities of the products or services to be procured during the validity of the dynamic procurement system. The following may be tendered within the dynamic procurement system, for example: • Stent grafts and endoprostheses • Peripheral stents and covered stents • Vascular prostheses • Vascular patches • Vascular catheters and probes • Suture materials • Vascular support bands • Venous surgery products • Thrombectomy and atherectomy products • Recanalisation and thrombolysis devices • Customised vascular implants • Other special supplies for vascular surgery
HUS aims to procure high-quality supplies and products through a flexible and simple process. HUS works in cooperation with other well-being services counties and makes purchases as a procurement ring. In addition to the HUS Group, the following well-being services counties may participate in the internal tenders of this dynamic procurement system: Etelä-Karjalan hyvinvointialue, Kymenlaakson hyvinvointialue and Päijät-Hämeen hyvinvointialue. The participants in the procurement ring are announced separately in each internal tender. At the time of publishing the invitation to participate, HUS estimates that approximately 1-10 tenders will be published per year within the dynamic procurement system. The figure is an initial estimate, which may change significantly as the need for tenders and the grouping of products become clearer. At the time of publishing the invitation to participate, HUS estimates the total value of the dynamic procurement system (72 months) to be approximately EUR 50 million, taking into account all procurements that may be made within the system. The estimate is preliminary and is based on previous purchasing history and existing framework agreements. HUS is not committed to any procurement quantities or purchase obligations with this notice. HUS reserves the right to arrange tenders for vascular surgery supplies outside this dynamic procurement system if necessary. The use of electronic auctions in internal tenders is possible. The dynamic procurement system for vascular surgery supplies is valid until 6.9.2032, unless otherwise notified in a separate notice. Applications to participate in the dynamic procurement system may be submitted throughout its validity. It is valid until the date announced in the procurement notice, unless it is terminated or amended while the dynamic procurement system is in force. The actual procurements are made in internal tenders within the dynamic procurement system, in which the procurement target is described and specified. A separate agreement is made for each internal tender. The contract period is defined separately on a case-by-case basis in the internal tender. Applications to participate in the dynamic procurement system may be made if the applicant meets the suitability requirements stated in the ESPD form and in the section Procurement target criteria. All applicants who meet the suitability requirements are included. The dynamic procurement system is described in more detail in the invitation to participate and its appendices.
