The present consultation concerns the tendering phase. SATEL, acting on behalf of LPL - Laboratoires des Pyrénées et des Landes, is organising a restricted design contest with submission of an Outline Design (ESQ) for the construction of a new building for the activities of Laboratoires des Pyrénées et des Landes, on a plot located in the Agrolandes Economic Activity Park in Haut-Mauco, in accordance with Articles L2125-1 2° R2162-15 to R2162-26 of the Public Procurement Code. At the end of Phase 1, the selection of candidates, the 3 best-ranked candidates will be admitted to compete in Phase 2. They will be invited to submit their offer and the Outline Design. The examination of the services will be carried out in respect of anonymity by the jury. The design contract will be negotiated with the winner(s) of the contest in accordance with Article R2172-2 of the Public Procurement Code. The client has defined the surface area to be created of approximately 2 500m². The estimated cost of the works is 5 670 000 € HT. The project will be carried out in a BIM level 2 approach. Expected missions: -A basic mission, within the meaning of Article R2431-4 of the Public Procurement Code (applicable to new construction operations) including in particular the following elements: - VISA mission - ESQ submission of Outline Design -The following additional missions: - Organisation, management and coordination mission (OPC), - Security, Fire (SSI) coordination mission - Mission to determine operating and maintenance costs (CEM) - Signage treatment mission (TDS) - Mission to assist with the social inclusion clause (ACLIS) - Mission to assist with the insertion of furniture (MOB) - Studies and synthesis mission (SYN) - Building Information Model (BIM) mission - Partial EXE mission (quantities in the DPGF) The client is looking for a team consisting of an architect in charge and a general engineering firm or a group of engineering firms bringing together at least the following skills: - Structure, - Current strong and weak fluids and SSI, - HVAC fluids, - VRD, - Construction economist, - OPC, - BIM manager (within the design team, the designated person will only carry out BIM Management) - Ergonomist The team leader will necessarily have a skill in architecture and be registered with the regional table of the architects' order, or for foreign architects, they will have to provide proof of an authorisation to practice in their country of origin (cf. Law 77-2 of 3 January 1977). The BIM Manager must be certified OPQIBI 1922 "BIM Management for building projects" or equivalent and will be identified within the design team. Exclusivity clause: It is forbidden to submit applications in several capacities (by acting both as individual candidates and as co-contractors and/or subcontractors of one or more groups and/or as members of several groups) for candidates with the following skills: - Architect - structural engineering firm - electrical engineering firm - HVAC engineering firm Their application in a team is therefore exclusive. By default, the other skills are not subject to the exclusivity clause. The estimated completion time for the design mission is set at 48 months from the date of contract notification.
